Andean Regional Investment and Trade Conference

As this conference progresses, I urge every government official here to take some time to chat with business executives. Listen to what they say about the decision process they follow prior to making an investment outside the U.S. What do they look for in a country? How can governments improve the prospects that a business will build a factory in their country, instead of in their neighbors'? ... [Read More]

The Bush Administration's Response to September 11th -- and Beyond

There is little need for me to recite once again to people who live in New York the events of September 11th and the destruction that occurred in the financial district downtown -- where fires still smolder and the grim task of clearing the wreckage of the World Trade Center continues day and night.  The images of that terrible day are seared in all our minds. The import of the terrorist attack was perhaps best captured in the simple, heartfelt eloquence of Mayor Giuliani in his address to the UN General Assembly.  "This was not just an attack on the City of New York or on the United States of America," he said.  "It was an attack on the very idea of a free, inclusive, and civil society." Department of State Washington File: Byliner: Ambassador Richard Haass on U.S. Response to Terrorism

Usama bin Laden is a man without a country. His al-Qaida network is a multinational enterprise with operations in over sixty countries. Its camps in Afghanistan and its bank accounts have been a veritable trust fund for terrorism. Its global activities are coordinated by not only personal couriers but also the communication technologies emblematic of our era-cellular and satellite phones, encrypted email, Internet chat rooms, videotape, and laserdisks. Like a skilled publicist, bin Laden knows how to exploit the international media to project his image worldwide. ... [Read More]

From Fujian to New York: Understanding the New Chinese Immigration - US Department of State

What distinguishes Fujianese immigration from other cases (such as the Mexican) is the heavy involvement of the transnational smuggling network. Although the involvement of this network increases the success rate of smuggling, it also increases the cost, which makes this type of migration not accessible to everyone. However, this pattern began to change recently. During our fieldwork in the summer of 1994, we found that snakeheads have started using some new tactics in recruiting potential snake people. For example, they send women with children to chat with potential snake people, which makes the recruitment less threatening, and recruiters often tell potential snake people stories of success of former townspeople to show how easy it is to go to the United States and become rich. ... Mexico

The Government of Mexico has had some success in simplifying the process of investing in Mexico. The Secretariat of Economy (SECON) maintains a Spanish-language website (www.economia.gob.mx) offering an array of information, forms, links and transactions. Among other options, interested parties can download import/export permits, make on-line tax payments, and chat with on-line advisors who can answer specific investment and trade related questions. ... Domestic Programs (Demand Reduction). The GOU remains committed to education and prevention. In 2004, to improve its tracking of drug consumption, the GOU funded studies on the social costs of drug use, drug use in prisons, and the link of drug use to emergency room visits. It also started a register for tracking drug offenses in the prison population. Uruguay’s demand reduction efforts focus on developing prevention programs, rehabilitation and treatment. They are based on a strategy developed cooperatively in 2001 between the National Drug Secretariat, public education authorities, and the Ministries of Interior and Public Health, and include INJU (The National Institute of Youth), the Ministry of Sports and Youth Affairs, INAME (The National Institute of Minors), municipalities and NGOs. Specific projects are: 1) the "Adventure of Life" program aimed at teaching values and healthy habits to elementary school children, which reached 90 schools in ... [Read More]

Docs 278-298

(I would add an observation to Hanoi and the Soviets along the lines of my comment to Kopytin, the TASS-KGB man who came in for a chat;/4/ namely, that once bombing totally stops, it is extremely important that there be prompt forward movement on substantive issues. An intense talk-and-fight strategy, with no substantive progress, and no bombing of the North could create very serious problems for Saigon and for us in the United States. The San Antonio phrase "productive" still matters.) ... [Read More]
