8. On balance, time is approaching when we shall have to take risk of more active involvement if we are seriously concerned about alternatives to peaceful accommodation. Attitude of Turks and Greeks in this dialogue since June gives me some ground for optimism that we may be able to help them, and Cypriots, to find some way out on Cyprus issue. I therefore wish to reaffirm line expressed by Secretary to Caglayangil that we are prepared to seize opportunity for constructive action. ... [Read More]

The Government reported that 1,317 Turkish Cypriots lived in the government-controlled area during the year. Some of the Turkish Cypriots living in the government-controlled area reportedly faced difficulties in obtaining identification cards and other government documents, particularly if they were born after 1974. There were no reports of Turkish Cypriots subjected to surveillance by the Greek Cypriot police during the year. Turkish Cypriots made few formal complaints to UNFICYP about their living conditions in the south. Complaints most often concerned the lack of affordable accommodation. ... [Read More]

2004 Country Report on Human Rights Practices in Cyprus

The Government no longer keeps statistics on the number of Turkish Cypriots living in the government-controlled areas due to the free movement of persons fostered by the April 2003 opening of the checkpoints and the fact that Turkish Cypriots are not required to report to the Government when they settle in the south. Some of the Turkish Cypriots living in the government controlled area reportedly faced difficulties in obtaining identification cards and other government documents, particularly if they were born after 1974. 2. Athens-Nicosia relations--relations between GOC and GOG appear to have been affected on various levels. First, in terms of official government-to-government relations colonels' hand seems to be strengthened by obvious demonstration they can force Makarios to take action he supposedly reluctant to take. (Degree to which Makarios "reluctant" to fire Georkadjis is moot since His Beatitude may well have been looking for opportunity to dump increasingly powerful Interior Minister.) In any case, Makarios outwardly seems to have knuckled under to GOG demands for Georkadjis' scalp and this has disappointed many Greek Cypriots. Second, by forcing Makarios to accept Georkadjis' resignation GOG has further angered those politically powerful Greek Cypriot elements (i.e., city lawyer-politicians) who resent GOG meddling in GOC affairs, who are not pro-enosis and who are in favor of accommodation with Turk Cypriots (Clerides and Demetriades to name two), although they at least equally angry with ... The second point I would make is, you know, to reiterate something that we've been saying for some time, that the way to deal with this issue is to get on the right side of the issue and to dedicate yourself wholly and fully to the fight against terrorism. There's no compromise. There's no accommodation with people who will wantonly kill innocent life to advance an extremist agenda. ... [Read More]

Now, in terms of exactly what happens with the Kurdishcitizens of northern Iraq, I think the main issue, the main focusfor the next period of time ought to be changing the governmentin Baghdad. I don't think that there's any question but that thereis going to be no long-term accommodation or solution untilSaddam Hussein is replaced. This is something that I think isin the interest of all the citizens of Iraq, and I hope that one wayor another that they are able to accomplish that. Then I think itwould be in the first instance for the Iraqis themselves, all ofthe different groups that make up the nation, to see what kind ofaccommodation they can come to. And from the U.S. point ofview I think we'd be happy to see the states survive certainlyunder a more democratic government that doesn't pose a threatto any of the neighbors in the region. It seems to me the firstobjective has to be a new government, the removal of SaddamHussein's regime and the installation of another governmenttha ... [Read More]
