A consular officer may receive, for transmission to a national of the sending state who is not resident in the territory, from a court, agency, or person, money or property to which such national is entitled as a consequence of the death of any person. Such money or property may include, but is not limited to, shares in an estate, payments made pursuant to workmen's compensation laws or any similar laws and the proceeds of life insurance policies.
