Daily Press Briefing December 11 - Transcript

MR. BOUCHER: As you know, the United States has an envoy. He is Zal Khalilzad, who's out there in London, and then there are people from the State Department working with him. I know our Embassy is. I'm not quite sure if we sent anybody from Washington. We normally do. I just hadn't checked on the names. I think our goal for this conference is their goal for the conference -- that the Iraqis themselves are looking to work toward some understandings about how a future Iraq can be organized on a federal basis, a constitutional basis, a basis of a rule of law. And our hope and our desire is support them and their effort to do that. They have -- many Iraqis have worked to have these discussions and to try to make them fruitful and we wish them well in that effort and we'll see what we can do to support them. ... [Read More]

Daily Press Briefing for April 1 -- Transcript

What I would -- let's take a step back and really start from the beginning, and mention that, as part of their travels to the region, Assistant Secretary Burns and Deputy National Security Advisor Hadley and Senior Director Abrams were in Jerusalem. While in Israel and the -- and areas on the Palestinian -- while in Israel, they visited with Prime Minister Sharon, Dov Weissglass, Abu Alaa, Saeb Erekat and Finance Minister Salam Fayyad. ...

In their visits, in these meetings, as well as in their previous meetings in Sharm el-Sheikh with President Mubarak and Foreign Minister Muasher, and in Jordan with King Abdullah -- I'm sorry -- in Sharm el-Sheikh with President Mubarak and Foreign Minister Maher, and in Jordan with King Abdallah and Foreign Minister Muasher, they've talked about the recent Israeli proposals regarding withdrawal from Gaza, practical steps to reengage the parties, ways to move forward on the President's vision of two states in the region, as well as efforts to promote political, economic and educational reform. ... Department of State Washington File: Text: Justice Department Targets Online Fraud, Attorney General Says

I also commend all the state and local law-enforcement agencies that have contributed to this vast and wide-ranging operation. Police and sheriff's deputies from Baltimore to San Jose made arrests and executed warrants in this operation. State and local prosecutors brought criminal charges. And federal, state, and local law enforcement agencies and prosecutors shared information, tactics, and leads. ...

-- In Los Angeles, the CEO of a communications company and five other individuals were charged yesterday for allegedly using "denial of service" attacks against their online competitors in order to reap commercial advantage. According to the charges filed yesterday, the CEO and a business partner allegedly hired and used computer hackers in Arizona, Louisiana, Ohio, and the United Kingdom to attack the websites of multiple competitors. The hackers' tactics allegedly included targeting the victims' websites and an Internet service provider. These attacks reportedly cost the competitors more than $2 million in lost revenue and associated costs. In addition to disrupting the Internet service provider, the attack also disrupted the websites of the United States Department of Homeland Security and Internet retailer Amazon.com. ... [Read More]

M) Money Laundering and Financial Crimes

The following are summaries of the most significant priority issues:Refocus Efforts of High Intensity Financial Crime Areas (HIFCAs). HIFCAs are special, high-risk areas or sectors where law enforcement will concentrate its resources and energy to combat money laundering. The 2001 Strategy mandated that the HIFCA task forces become operational and conduct investigations designed to result in indictments, convictions, and seizures, rather than focus primarily on intelligence gathering. Each of the six HIFCA Task Forces is now actively working cases. HIFCA Task Forces are composed of, and draw upon, all relevant federal, state, and local agencies. The Departments of Treasury and Justice jointly supervise the HIFCA Task Forces, and the 2001 Strategy primarily tasks the Federal Law Enforcement Training Center (FLETC) and Justice’s Asset Forfeiture and Money Laundering Section to develop an advanced money laundering training program to enhance the HIFCA Task Forces’ abili ... Corruption. Corruption has been the most significant problem within Georgia's law enforcement agencies. Georgia's anti- corruption efforts continue to be hampered by the widespread tolerance of corruption within Georgian society. During 2001 the Government of Georgia formed a commission to reform the law enforcement agencies (so-called "power ministries"). The commission developed a strategy for reorganization that was forwarded to the Georgian National Security Council; however, no significant changes were made. In any case, none of these proposed measures can truly ameliorate the situation given the low wages of officials and poor standard of behavior from those in charge that nourish wide-scale, low level corruption. The new hope of eradicating corruption within the system emerged with the appointment of a new Minister of Internal Affairs, who has publicly and repeatedly announced his commitment to combating corruption and the trafficking ... Silver and gold fashion accessories, both antique and new, are popular in Israel and widely available. Basic tailoring is easily available, but the quality of the work varies. Some tailors will also custom-make clothes, but that is quite expensive. MenLast Updated:  12/19/2003 6:29 AM Although life in Tel Aviv is informal, suits are often worn to do business in the winter (a medium weight suit is recommended).  In the summer, Israelis tend to conduct business in casual open-neck shirts.  The business sector tends to be somewhat more formal and the large majority of businessmen tend to wear suits and ties, even in summer.  A dark business suit is necessary for formal occasions.  Because Israeli events do not require black tie, a tuxedo or dinner jacket would only ... Russia (05/05)

Russia's educational system has produced nearly 100% literacy. About 3 million students attend Russia's 519 institutions of higher education and 48 universities. As a result of great emphasis on science and technology in education, Russian medical, mathematical, scientific, and space and aviation research is generally of a high order. The number of doctors in relation to the population is high by American standards, although medical care in Russia, even in major cities, is far below Western standards. The unraveling of the Soviet state in its last decades and the physical and psychological traumas of transition during the 1990s resulted in a steady decline in the health of the Russian people. Poor nutrition among tens of millions of poorly nourished Russians produced high rates of chronic illnesses and stunted development in children. Widespread alcoholism and drug addiction among men contributed to the world’s largest gap between male and female life expectancy. In 2000, life expectan ... [Read More]
