SPECIAL CIRCUMSTANCES:   Since 1974, the Cypriot government has designated Larnaca and Paphos international airports, and the seaports of Limassol, Larnaca, and Paphos, as the only legal points of entry into and exit from Cyprus.  These ports are all in the government-controlled southern part of the island.  Entry or exit via any other air or seaport is considered an illegal act by the Government of Cyprus.  Until recently, visitors choosing to arrive at non-designated airports and seaports in the area administered by Turkish Cypriots were not allowed to cross the United Nations-patrolled “green line” to the government-controlled areas in the south.  In June of 2004, Cypriot authorities implemented new EU-related crossing regulations that allowed Americans (and citizens o ... In November, a foreign citizen of Turkish Cypriot origin was stopped by immigration officials at the Larnaca airport and questioned about the purpose of his visit. He later wrote to an English language newspaper complaining of his treatment. In a story on the incident, the newspaper quoted an immigration officer at the airport as saying that it was standard procedure to single out Turkish Cypriots for questions about their visit. The Government denied such a policy existed. ... [Read More]

2004 Country Report on Human Rights Practices in Cyprus

For part of the year, Greek Cypriots were required to present their passports at the checkpoints along the buffer zone, something many were reluctant to do. On May 26, authorities stopped requiring Greek Cypriots to show their passports, although identification cards were still required, and travelers had to fill out a "visa form." Authorities did not accept identification written only in Greek. Greek Cypriots were permitted to drive their personal vehicles in the north, provided they arranged insurance with a provider in the Turkish Cypriot community. They were allowed to spend up to 3 nights in the north as long as they stayed in a hotel and provided receipts; however, this was not strictly enforced. Turkish Cypriots flew in and out of Larnaca Airport in the south without obstruction. ... [Read More]

The Secretary asked what progress had been made on his suggestion of "killing the Turk Cypriots with kindness." Kyprianou observed that he had relayed to Makarios Secretary Rusk's advice in this regard./4/ He stressed that there had been progress in restoring normal conditions stating that in Limassol, Larnaca, and Famagusta things were entirely normal as far as free circulation was concerned and in Paphos conditions were improving, although there was still a problem of Turkish Cypriots being prevented by the Turk Cypriot leadership from returning to their homes. Kyprianou stressed that the central problem is in Nicosia "where the Turkish Army is." ... [Read More]

1. UN SC meeting. GOC will favor three months' extension of UNFICYP and, despite rumors to contrary appearing in press will request no changes in terms of reference. (Min Labour told me later this latter point still not finalized.) Possibly due to recent unfortunate incidents involving individual British soldiers as well as considerable anti-British feeling current on island, GOC may request reduction in number UK soldiers in PKF. President has hopes that by concentrating British UN troops in Limassol and Larnaca areas where situation much more [worse?] than elsewhere any further incidents can be avoided. ... [Read More]

5. I assured PriMin I was aware that many people feel that American recommendations for restraint are made only in Athens. All one could say to them is that they do not know what has been happening in Ankara during the last week. PriMin said he understood that and certainly recommendations for moderation from US to two allies who are in difficulty cannot be interpreted as intervention. He reverted to another recount of his suspicions of intentions of Turks to create yet another pocket and cut off Nicosia-Limassol-Larnaca road. He then appealed to US to use all possible means to convince Turkish side of good intentions of GOG because he feels that good faith on part GOG only may not be enough. I assured him that USG is well aware of good intentions of GOG and we would be happy to help in any way that PriMin feels would be helpful to both parties. ... [Read More]
