The economy of the Turkish Cypriot-administered area is dominated by the services sector including the public sector, trade, tourism and education, with smaller agriculture and light manufacturing sectors. The economy operates on a free-market basis, although it continues to be handicapped by the political isolation of Turkish Cypriots, the lack of private and governmental investment, high freight costs, and shortages of skilled labor. Despite these constraints, the Turkish Cypriot economy turned in an impressive performance over the past two years, with growth rates of 9.6% in 2004 and 11.4% in 2003. Over the same period, per capita income almost doubled reaching $7,350 at the end of 2004, compared with $4,409 in 2002. This growth has been buoyed by the relative stability of the Turkish Lira, the employment of over 5,000 Turkish Cypriots in the Greek Cypriot economy where wages are significantly higher, and by a boom in the education and construction sectors. Cyprus is a destination country for women trafficked from Eastern and Central Europe for the purpose of sexual exploitation. Traffickers who forced women into prostitution continued to fraudulently recruit victims for work as dancers in cabarets and nightclubs on short-term "artiste" visas, for work in pubs and bars on employment visas, or for illegal work on tourist or student visas. There was increasing evidence of Chinese women being trafficked for sexual exploitation in Cyprus. The Government of Cyprus does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. Current Turkish customs regulations state that diplomatic personnel may sell an automobile only after the vehicle has been in Turkey for 2 years. However, there is a 1-year limitation for persons whose assignments are curtailed and who are transferred permanently out of the country. Permission for the sale of diplomatic vehicles to individuals not entitled to tax exemption (mainly Turkish citizens) may not be obtained for vehicles more than 2 years old. The age of a vehicle (i.e., the date of manufacture) is determined by the ownership/registration document. Vehicles more than 2 years old may only be transferred to individuals in the same tax-exempt status or to members of other diplomatic missions. (Vehicles may also be re-exported or abandoned at Turkish customs.) Corruption. Corruption has been the most significant problem within Georgia's law enforcement agencies. Georgia's anti- corruption efforts continue to be hampered by the widespread tolerance of corruption within Georgian society. During 2001 the Government of Georgia formed a commission to reform the law enforcement agencies (so-called "power ministries"). The commission developed a strategy for reorganization that was forwarded to the Georgian National Security Council; however, no significant changes were made.
