During the civil conflicts of the 1990s, tens of thousands of citizens fled into neighboring countries, particularly Gabon and the Democratic Republic of the Congo. According to office of the U.N. High Commissioner for Refugees (UNHCR), there were 283 returnees from the Democratic Republic of the Congo (DRC) and 344 returnees from Gabon during the year. Approximately 15,000 citizens fled to Gabon and, according to U.N. figures, 12,000 persons remained there because they did not wish to return and had integrated into Gabonese society. ... U.S. Hosts Meeting to Foster Peace in African Great Lakes - US Department of State

More than three and a half million people have died as a result of deprivation and conflict in the eastern part of the Democratic Republic of the Congo over the past six years.  This is the highest death toll in any conflict since the end of World War II.  Although conditions have improved, there are continuing incidents of violence in eastern Congo and the situation remains volatile.  It is urgent that the countries of the region, with the support of the international community and the United States, take action to address the causes. ... The Dominican Republic is a source, transit, and destination country for men, women, and children trafficked for the purposes of sexual exploitation and forced labor. Dominican women and children are trafficked to destinations in Latin America and Europe, including Spain, Germany, Italy, the Netherlands, Belgium, Switzerland, Greece, the Netherlands Antilles, Argentina, Costa Rica, and Brazil. There are indications that Peruvian women have been trafficked through the Dominican Republic to Italy. Additionally, Haitians are trafficked into the Dominican Republic for forced labor and sexual exploitation. There are reports of an estimated 2,000 Haitian children trafficked into the Dominican Republic annually to work on the street (such as shoe shining), to work in agriculture, or to be exploited in the sex trade. The ILO estimates that 48,000 children are engaged in child labor nationwide. [Read More]

United Nations Organization Mission in the Democratic Republic of Congo (MONUC) and Peacekeeping Reform

Let me speak directly to the situation in the Democratic Republic of the Congo. Early in 2004, our mission to the United Nations in New York pressed the UN Department of Peacekeeping Operations (DPKO) to investigate emerging allegations of sexual abuse in the Congo. We asked DPKO to report its findings to all UN member states. DPKO created an ad hoc "rapid response" investigation team and task force at MONUC’s headquarters in Kinshasa. The investigation uncovered stories of sexual exploitation of minors, on a shocking scale, by both civilian and military members of the peacekeeping force. ... [Read More]

Under military restructuring plans formulated 1999-2000, the civilian Minister of Defense controlled and directed all armed forces, including the Presidential Security Unit (UPS), which had previously been seen as a militia supporting the president. In April 2001, the C.A.R. armed forces numbered about 3,000, including army, navy, air force, gendarmerie, national police, Presidential Security Unit, and local police personnel. An estimated 1,200 members of the army and gendarmerie fled to the Democratic Republic of the Congo following the failed coup attempt of May 2001. ... [Read More]
