Colombian Terrorists

The real story in the Caqueta region was the story of people terrorized and controlled through the threat of terror. It is a compelling tale of creeping and cruel evil that rivals some of the worst the world has seen. It is also a story that was impossible to miss - unless you simply closed your eyes to it. ... However, there is a notable absence that hurts our hearts of another friend of Colombia -- Paul Coverdell. His passing last month was a deeply-felt loss, and I cannot imagine how we would have gotten this far without him. We miss him, but what he did so bravely will allow us to pursue. ... [Read More]

State Department's Air Wing and Plan Colombia

And, again, DOD has a different set of missions. We coordinate very closely with DOD, and having done the oversight of both DOD and INL for almost five years from outside, I can tell you that coordination isn't always perfect. But I don't think there would ever be a clamoring to do this there. It's a not a dip -- it's not a mission that matches the requirements of what you have to do in order to make this program successful. And really, the only place you can do that is INL. And I've said that to some of the critics very directly. I mean, I've said to them you can't articulate an alternative that would ever take us to the point we're at right now with INL. And that's really what you want to do. ... [Read More]

The USG supports DIRAN’s aviation unit (ARAVI), comprised of 20 fixed-wing and 62 rotary-wing aircraft. In addition to counternarcotics missions, ARAVI has, with Embassy approval, used USG-supported assets for humanitarian missions, targeted intelligence gathering, antiterrorism, antikidnapping, and public order missions. The USG also helped ARAVI reach an agreement with the Colombian Air Force (COLAF) to train ARAVI pilots at the Bogotá-based COLAF simulator, thereby eliminating the need to send ARAVI pilots to the United States for instrument training. The USG has initiated in-country high-altitude training for ARAVI and has worked with ARAVI to explore possibly reintroducing the use of night vision goggles in 2005. ... [Read More]
