May 04, 2005 This Travel Warning is being issued to remind American citizens of ongoing security concerns in Colombia.  This supersedes the Travel Warning issued March 3, 2004. The Department of State warns U.S. citizens of the dangers of travel to Colombia.  Violence by narcoterrorist groups and other criminal elements continues to affect all parts of the country, urban and rural, and border areas.  Citizens of the United States and other countries continue to be the ... many people find out about our club and come to the meetings when they are in Cali. Most frequently, we receive visits from English-speaking foreigners who are living, working, and raising families in Cali. ...

Finding opportunities to speak English in a country which does not have English as its native language can be difficult for the language student. It was because of this need for an English-speaking environment that the English Conversation Club (ECC) was initiated at the Universidad del Valle in Cali, Colombia. The club started in 1992 and has been going strong ever since under the leadership of Professor Carlos E. Ossa. ... [Read More]

Travel Warning - Colombia - Panama

Violence in Cali and the surrounding areas remains high, much of it related to the illicit drug trade. Much of rural Colombia also remains extremely dangerous due to the presence of narcoterrorists and Colombian government operations against them. While family members are allowed to accompany U.S. government officials assigned to Colombia, in-country travel by U.S. officials and their families is subject to restrictions. Travel by air is allowed to all major cities, but urban and intra-city bus transportation is off-limits to official Americans. U.S. citizens should not travel by road outside of urban areas at night. ... [Read More]

Colombia

The Constitution provides for freedom of speech and press and the Government generally respected these rights in practice. Individuals criticized the Government both publicly and in private, and the media expressed a wide spectrum of political viewpoints and often sharply criticized the Government, all without fear of Government reprisal. However, journalists regularly practiced self-censorship to avoid retaliation and harassment by criminals and members of illegal armed groups. Several major newspapers and news magazines circulated nationally, and there were many influential regional publications. There were two major national radio networks and many national and regional television channels. The National Television Commission continued to oversee television programming, although it did not censor substantive content. Major international wire services, newspapers, and television networks had a presence in the country and generally ope ... [Read More]

Recent Progress in Counternarcotics Efforts in Colombia and Mexico

MR. WALTERS: It's a great pleasure to be here. I had the opportunity to visit with leaders in Colombia and in Mexico City last week, reviewing our efforts to combat the production, shipping, and the violent consequences of illegal drug trade. I had the unfortunate opportunity to pay respects at a funeral while I was in Colombia of nine police officers, who, early last week, as some of you know, were killed in an ambush followed by a car bombing of those who attempted to rescue those who were ambushed in a town just outside of Cali. ...
