There were 4 indigenous Senators, two of whom occupied seats reserved for indigenous persons, and 2 indigenous members of the House of Representatives. There were no indigenous cabinet members and no indigenous persons on any of the nation's high courts. There was 1 Afro-Colombian Senator and there were 3 Afro-Colombian members of the House of Representatives. American kidnap or murder victims have included journalists, missionaries, scientists, human rights workers and businesspeople, as well as persons on tourism or family visits, and even small children. No one can be considered immune. In 1999, the FARC murdered three U.S. citizens whom it had kidnapped. On February 13, 2003, a plane carrying five crewmembers (four U.S. citizen-U.S. Government defense contractors and one Colombian citizen) crashed in a remote of section of Colombia. The United Self Defense Forces (AUC) continues to merit its designation as a foreign terrorist organization. The Constitution provides for the granting of asylum and refugee status in accordance with the 1951 U.N. Convention Relating to the Status of Refugees or its 1967 Protocol, and the Government has established a system for providing assistance to refugees. In practice, the Government provided protection against refoulement, the return of persons to a country where they feared persecution. The Government cooperated with the U.N. High Commissioner for Refugees and other humanitarian organizations in assisting refugees and asylum seekers.
