Department of State Washington File: Transcript: President Clinton's Press Conference, December 8

Q: There is some confusion in people's minds about the First Lady's plans for the coming year. She has referred to the new house in New York as, "my house," and indicated she plans to make that her primary residence. I'm wondering if you could tell us how much time you think the two of you will be apart in the coming year and how you feel about this arrangement? ...

THE PRESIDENT: Well, first of all, you might be interested to know there were a couple of people of color that I tried to get to do those jobs, but preferred other jobs in the administration. And they had jobs they liked better. And I have -- you didn't point out that a lot of those jobs have been held by women, who also had never held those jobs before I came along. And I think that -- all I can tell you is I have never not tried to recruit minorities for any job that was open in the White House. And I have never followed a quota system. I have had more blacks who have served in my Cabinet, more Hispanics who served in my Cabinet. More people from Asia have been appointed to my administration than any previous administration by far -- it's not even close. So there was never a decision made. I now have a Hispanic woman who is my Deputy Chief of Staff. ... [Read More]

Department of State Washington File: Text: Deputy USTR Fisher on Trade And Intellectual Property

Fisher said U.S. concerns in the Middle East and Europe include Israel and Russia, and many countries in Eastern Europe. "Israel and Ukraine are of particular concern, as they each are becoming major production centers for pirate CDs exported to Europe," he said. ...

-- Second, we are working to control piracy of optical media products (music and video CDs, and software CD-ROMs). ...

In the Middle East and Europe, our concerns include Israel and Russia as well as many countries in Eastern Europe. Israel and Ukraine are of particular concern, as they each are becoming major production centers for pirate CDs exported to Europe. Several European Union members also raise concerns: in Spain, software piracy rates are some of the highest in Europe and in Italy, we still await passage of a much-needed anti-piracy bill. ... Report on Global Anti-Semitism

January 5, 2005 Executive Summary I.  Anti-SemitismAnti-Semitism has plagued the world for centuries. Taken to its most far-reaching and violent extreme, the Holocaust, anti-Semitism resulted in the deaths of millions of Jews and the suffering of countless others. Subtler, less vile forms of anti-Semitism have disrupted lives, decimated religious communities, created social and political cleavages, and complicated relations between countries as well as the work of international organizations. For an increasingly interdependent world, anti-Semitism is an intolerable burden. The increasing frequency and severity of anti-Semitic incidents since the start of the 21st century, particularly in Europe, has compelled the international com ... [Read More]

Department of State Washington File: Text: USTR Zoellick Says Service Industries Help Developing Economies

Even when basic telecom services exist, the high cost and poor service provided by monopoly suppliers can hamstring local businesses. In Vietnam, one brave company that produces software for firms in the U.K. and Canada is forced to fly its product to clients on CDs [compact discs] because the telecom system is too antiquated for Internet access. ...

Last summer, I visited a Wal-Mart global sourcing conference in Brazil and saw firsthand how small- and medium-sized developing world producers wanted to connect to the international stream of commerce. This October, I stopped by a Wal-Mart in Shenyang, a city in China's old industrial northeast. In addition to talking to the brothers who ran the Kodak Kiosk and eating at the Kentucky Fried Chicken on the premises, I asked some Chinese customers why they shopped at Wal-Mart: "Everyday low prices for quality goods," they replied. We filled a basket with American-made goods for sale there -- including California pistachios that we brought back for Chairman Bill Thomas [Republican chairman of the U.S. House of Representatives Ways and Means Committee]! ... US Department Of State Post Report

Trained professional household help is rare. Venezuelan immigration laws permit diplomatic and consular officers to bring servants from their previous posts. The Embassy will run a security check on all household employees. Some families prefer that their maid have a health check as tuberculosis can be a problem here; there are clinics in Caracas that provide this service and issue health certificates. ...

Venezuela has its own recording industry, and also imports U.S. and European records. Records, prerecorded tapes, cassettes, and CDs are available, but the selection and quality may not be up to U.S. standards and the cost will be greater than in the U.S.  Many employees use the internet to order tapes and CDs, and ship them to post through the APO. ... Country Reports: N-Z

Namibia Namibia is not a regional financial center. In addition to its Central Bank, Namibia has four commercial banks. Of particular concern in Namibia is the smuggling of precious minerals and gems, the proceeds of which Namibian authorities think may be laundered through Namibian financial institutions. In November of 2004, Namibia criminalized money laundering with passage of the Prevention of Organized Crime Bill. The new law requires both bank and non-bank financial institutions to report suspicious transactions to the Central Bank and provide relevant documents and other information to government authorities for use in criminal investigations. Non-bank financial institutions, such as private pension funds, the stock exchange, and investment companies, were previously ... [Read More]
