U.S.: China Has High Rate of Intellectual Property Infringement- U.S. Department Of State

"This year, we are elevating China to the Priority Watch List for failure to effectively protect intellectual property rights and to meet its commitment to significantly reduce infringement levels, despite efforts by China's senior leadership to do so," Allgeier added. "China must take action to address rampant piracy and counterfeiting, including increasing the number of criminal IPR cases and further opening its market to legitimate copyright and other goods. We will work closely with U.S. industry and other stakeholders, with an eye toward utilizing WTO procedures to bring China into compliance with its trade obligations." ... [Read More]

China (includes Tibet, Hong Kong, and Macau)

According to government statistics, at the end of 2002, there were approximately 133,000 social organizations, including 1,712 national-level and cross-provincial organizations, 20,069 provincial organizations, and 52,386 local and county-level organizations registered with the Ministry of Civil Affairs. There were 111,000 private, nonprofit corporations registered. Experts estimated that there were at least 1 million, and perhaps as many as 2 million, unregistered NGOs. Although these organizations all came under some degree of government control, some were able to develop their own agendas. Some had support from foreign secular and religious NGOs. Some were able to undertake limited advocacy roles in such public interest areas as women's issues, the environment, health, and consumer rights. NGOs were required to register with the Government, which has 2 months in which to grant approval. To register, an NGO must obtain an organizational sponsor, have an official office, and hold ... China in the Nuclear Suppliers Group (NSG)

Mr. Chairman and Members of the Committee: I appreciate the opportunity to appear before the Committee today. Mr. Chairman, your letter of May 14 noted that you wish to focus the hearing on the decision by the Administration to support the membership of the People’s Republic of China in the Nuclear Suppliers Group (NSG). I’m happy to address that issue as well as other questions that you or the Committee members may have. In my statement, I would like to address the status and overall direction of our relationship with China, our efforts to bring China into the international nuclear nonproliferation regime, the progress we have made in this area, and just how we came to see now as the appropriate time for China to join the NSG. China's Record of Proliferation Activities

Our commitment to dialogue, however, does not mean that this Administration will turn a blind eye to transfers from China of WMD technologies and delivery systems. This Administration is determined to use every tool available to us in checking the spread of these dangerous weapons. ...

No matter how resolute the U.S. may be on economic sanctions, however, there will always be some who still deal in these weapons. The President has recognized that we need additional tools in our struggle against WMD proliferators. This is why he announced on May 31 the groundbreaking Proliferation Security Initiative (PSI). This initiative is designed to improve our ability to impede and actually to interdict the transfer of WMD-related goods at sea, in the air, and on the ground. Recognizing that our current "nonproliferation toolbox" does not provide a means to cover all aspects of the proliferation problem as it has evolved, PSI is a necessary and innovative approach to preventing WMD and missile-related proliferation. Over the past few months, the Administration has been working with eleven countries to structure a means of combining our resources and building upon existing domestic authorities with an eye to improve our collective capabilities to halt and interdict WMD and missil ... China’s Emergence as an Economic Superpower and Its Implications for U.S. Business

We will work closely with industry with an eye toward using all available WTO procedures to bring China into compliance with its TRIPS obligations if all other avenues are exhausted. But, to be frank, Your Cooperation Is Key — affected companies, like yours, must be even more active in throwing light on the problem and providing us in the government the information we need to attack the problem. This means more cases in Chinese courts, more publicity about problem cases, and better, more company-specific examples of problems. ... [Read More]

Keep your mouth shut but your eyes open; ...

Among the five constraining factors, teachers' academic ability is the one most related to classroom teaching effectiveness. Economic, administrative, cultural, and population factors are external and facilitating conditions, while teachers' academic ability is the internal and primary condition. If teachers have understood the essence of CLT and its scientific modification in China, they will acquire a positive attitude towards CLT and be motivated to overcome the constraints. For instance, another middle-school teacher in my own data, when giving a demonstration lesson, prepared her indispensable handouts at her own expense. This enabled every student in her large class to participate in a communicative activity of strip stories-reading and interaction. Shy studen ... [Read More]
