United States Policy and Covert Action In his 1971 State of the World Message, released February 25, 1971, President Nixon announced: "We are prepared to have the kind of relationship with the Chilean government that it is prepared to have with us." This public articulation of American policy followed internal discussions during the NSSM 97 exercise. Charles Meyer, Assistant Secretary of State for Inter-American Affairs, elaborated that "correct but minimal" line in his 1973 testimony before the Senate Foreign Relations Subcommittee on Multinational Corporations: Mr. MEYER. Lying between the main eastern and western ridges of the Andean Mountains, the altiplano is 500 miles (805 kilometers) long and 80 miles (130 kilometers) wide. At altitudes ranging from 12,000 to 14,000 feet (3,660 to 4,270 meters), it is one of the worlds highest inhabited regions. Lake Titicaca, on the altiplano, straddles the northern Bolivia-Peru border, with an area of 3,500 square miles (9,060 square kilometers), depths of 700 feet (210 meters), and a constant surface temperature of 55F (13C). The most agriculturally productive and populated part of the altiplano surrounds the lake. The inhabitants of the altiplano, mainly Aymara and Quechua Indians, have a subsistence agricultural and grazing economy. Their livestock include sheep, cows, goats, alpacas, llamas, and vicuas. Peru has two official languages -Spanish and the foremost indigenous language, Quechua. Spanish is used by the government and the media, and in most forms of education and commerce. English is spoken by many educated Peruvians, and is understood in most major hotels and in many restaurants and shops catering to tourists. Amerindians who live in the Andean highlands speak Quechua or Aymara and are ethnically distinct from the diverse indigenous groups who live on the eastern side of the Andes and in the tropical lowlands adjacent to the Amazon basin.
