Chile (04/05)

Chile's financial sector has grown faster than other areas of the economy over the last few years; a banking reform law approved in 1997 broadened the scope of permissible foreign activity for Chilean banks. The Chilean Government implemented a further liberalization of capital markets in 2001. Chileans have enjoyed the recent introduction of new financial tools such as home equity loans, currency futures and options, factoring, leasing, and debit cards. The introduction of these new products has been accompanied by increased use of traditional instruments such as loans and credit cards. Chile's private pension system, with assets worth roughly $54 billion in late 2004, has provided an important source of investment capital for the capital market. Chile maintains one of the best credit ratings (S+P A+) in Latin America. There are three main ways Chilean firms raise funds abroad: bank loans, issuance of bonds, and the selling of stock on U.S. markets through American Depository Receipts ... [Read More]

United States Policy and Covert Action In his 1971 State of the World Message, released February 25, 1971, President Nixon announced: "We are prepared to have the kind of relationship with the Chilean government that it is prepared to have with us." This public articulation of American policy followed internal discussions during the NSSM 97 exercise. Charles Meyer, Assistant Secretary of State for Inter-American Affairs, elaborated that "correct but minimal" line in his 1973 testimony before the Senate Foreign Relations Subcommittee on Multinational Corporations: Mr. MEYER. The policy of the Government, Mr. Chairman, was that there would be no intervention in the political affairs of Chile. We were consistent in that we financed no candidates, n ... [Read More]

V. Country Narratives -- Countries A through G

Cyprus is a destination country for women trafficked from Eastern and Central Europe for the purpose of sexual exploitation. Traffickers who forced women into prostitution continued to fraudulently recruit victims for work as dancers in cabarets and nightclubs on short-term "artiste" visas, for work in pubs and bars on employment visas, or for illegal work on tourist or student visas. There was increasing evidence of Chinese women being trafficked for sexual exploitation in Cyprus. The Government of Cyprus does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. Cyprus made some progress in its anti-trafficking efforts over the past year. The new police anti-trafficking unit produced successful results and showed vigilance in combating the problem. Government recognition of the problem improve ... [Read More]

Management and employee buyouts (MBOs and EBOs,) as well asemployee stock ownership plans (ESOPs), are useful means oftransferring ownership to SOE management and employees. An ESOPis an ownership plan in which a firm's employees acquire stock, usually with the assistance of a corporate trust fund, but do notaccumulate a majority of the voting shares. In the case of anMBO, as well, the transfer of ownership is to a relatively smalland homogeneous group of existing managers, which may encourageefficient operations because managers now share in potentialprofits. An EBO attempts to garner the same corporate governanceadvantages of an inside buyout while promoting broader ownershipof a company's assets. In cases where individual workers lackthe private resources to acquire stock in their company, an ESOPcan subsidize share purchases via a company-established trustfund. ... [Read More]
