Summary

This compilation documents U.S. relations with two governments at opposite ends of the political spectrum: a stable dictatorship (Paraguay) and an unstable democracy (Uruguay). The Johnson administration supported General Alfredo Stroessner, the long-time President of Paraguay, but did so with some reservation. In August 1964, U.S. policymakers stressed the importance of working with the Paraguayan people while avoiding undue identification with Stroessner himself. (462) Stroessner, on the other hand, was careful to support U.S. policy in the Hemisphere. In 1965, he backed U.S. intervention in the Dominican Republic by sending troops; Secretary of State Rusk subsequently visited Asuncion to express President Johnsons appreciation. (465) At the Punta del Este Conference in April 1967, Stroessner requested a more tangible form of gratitude as he presented Johnson with a "shopping list." Stroessner eventually received not only items from his list but also an invitation to visit Washingto ... [Read More]

In early April, members of the Cinta-Larga tribe killed 29 diamond prospectors who were working illegally on an indigenous reservation. In late April, Federal Police identified 12 members of the Cinta-Larga tribe as having been involved in the killings. However, others reported that the killings were the result of a disagreement between indigenous leaders who were involved in diamond smuggling and charged the illegal prospectors "fees" for access to the reservation. FUNAI and local indigenous leaders claimed that the Indians were protecting their land against illegal invasion and that previous incursions onto their territory had gone unpunished. The Government undertook to increase monitoring of the reservation. ... [Read More]

Ideal solution which would involve least damage Western voting position in SC; provide seat each for Africa (excluding Arab States), Middle East (including African Arabs), and Asia; and maintain maximum pressure on USSR permit enlargement, would be shift of Commonwealth seat to Africa and EE seat to Asia. Principal difficulties this proposal are a) reluctance UK and other Commonwealth members relinquish Commonwealth seat; b) reluctance LAs and some WEs depart "gentlemen's agreement" in interest preservation own seats under original allocation; and c) reluctance many A-As put pressure on USSR by depriving Eastern Europe of seat. ... Italy is a member of the Financial Action Task Force (FATF). A member of the European Union, Italy is a party to the 1988 UN Drug Convention and the Council of Europe Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime. Italy has signed, but not yet ratified, the UN Convention against Transnational Organized Crime, which is not yet in force internationally. Italy and the United States have a Customs Assistance Agreement and a Mutual Legal Assistance Treaty and an extradition treaty in place, which ensure the sharing of records relevant to narcotics-trafficking, money laundering, terrorism, and terrorist financing investigations. An effort to remove a reservation to the MLAT that would allow the U.S. and Italy to give forfeiture assistance has not yet taken effect. Currently, the U.S. must avail itself of relevant international conventions to obtain GOI assistan ... [Read More]
