South America Domestic Programs (Demand Reduction). The GOU remains committed to education and prevention. In 2004, to improve its tracking of drug consumption, the GOU funded studies on the social costs of drug use, drug use in prisons, and the link of drug use to emergency room visits. It also started a register for tracking drug offenses in the prison population. Uruguays demand reduction efforts focus on developing prevention programs, rehabilitation and treatment. They are based on a strategy developed cooperatively in 2001 between the National Drug Secretariat, public education authorities, and the Ministries of Interior and Public Health, and include INJU (The National Institute of Youth), the Ministry of Sports and Youth Affairs, INAME (The National Institute of Minors), municipalities and NGOs. Specific projects are: 1) the "Adventure of Life" program aimed at teaching values and healthy habits to elementary school children, which reached 90 schools in ... [Read More]

Department of State Washington File: Powell Awarded Fulbright Prize for International Understanding The secretary added that he makes an extra effort to talk to young audiences when traveling and to meet with exchange students in the United States. "And I cannot tell you how exciting it is to have eight or nine kids from Azerbaijan or Afghanistan or Indonesia sitting at a table and we just chat, ‘What did you like about living in America? What is the family you're living with like? Was it different than what you expected?'" ... [Read More]
U.S. Public Diplomacy in the Arab and Muslim Worlds Let me get right to the issues that interest us greatly at Public Diplomacy at the State Department today:The fact that in the volatile information revolution, the U.S. has a smaller and smaller voice; The quality and content of this information does not always, or even usually, lead to knowledge or discernment. Rather the world and, especially the Middle East, is full of conflicting ideas, biases boldly told, rumors that harden into "truth" overnight, and curiously, a real lack of relevant information; The resources we have to get heard in such a crowded universe in a full-context way have been substantially reduced over the last 10 years in Public Diplomacy and Public Affairs; The clear recognition that the inevitable bottom line of any communication is: "just because you say it doesn't mean I believe it -- or even hear you." This understanding requires a whole new set of skills in communication; The communication channels are bewildering: short ... [Read More]
South America During 1999, traffickers continued to improve their communications (using "chat rooms" and other secure devices). There is increasing evidence that traffickers are processing cocaine hydrochloride (HCl) within Peru's borders, setting up laboratories near the borders with Brazil, Colombia, and/or Bolivia, so that they can leave the country quickly without risk of interception. While there were no confiscation's or forcedowns of trafficker aircraft by the Peruvian Air Force (FAP) airbridge denial program in 1999, traffickers crashed two airplanes that had to be abandoned. These new patterns have had the effect of increasing coca leaf prices in coca cultivation areas to levels well beyond the break-even price point. ... [Read More]
Department of State Washington File: Internet Poses New Problems for Drug Control, Report Says "The worldwide web has become a vehicle ... for good, but the dark side is that you can trade illegal substances on it. For example, there is a company in The Netherlands that openly advertises for sale cannabis seeds all over the world ... there are chat rooms that discuss recipes for making of drugs," Okun said. ... Remarks by Secretary of State Colin L. Powell at the 2004 J. William Fulbright Prize for International Understanding Ceremony – Bureau of Educational and Cultural Affairs And I cannot tell you how exciting it is to have eight or nine kids from Azerbaijan or Afghanistan or Indonesia sitting at a table and we just chat, "What did you like about living in America? What is the family you're living with like? Was it different than what you expected?" And what I've learned over and over, they learn not what you think you're teaching them, they are seeing things. They are getting experiences that will be life-changing to them and it has nothing to do just with the education they're receiving, but they are leaving with a lot more than you ever imagined they would leave with. ...
