United States Policy and Covert Action In his 1971 State of the World Message, released February 25, 1971, President Nixon announced: "We are prepared to have the kind of relationship with the Chilean government that it is prepared to have with us." This public articulation of American policy followed internal discussions during the NSSM 97 exercise. Charles Meyer, Assistant Secretary of State for Inter-American Affairs, elaborated that "correct but minimal" line in his 1973 testimony before the Senate Foreign Relations Subcommittee on Multinational Corporations: Mr. MEYER. A military coup overthrew Allende on September 11, 1973. As the armed forces bombarded the presidential palace, Allende reportedly committed suicide. A military government, led by General Augusto Pinochet, took over control of the country. The first years of the regime in particular were marked by serious human rights violations. A new Constitution was approved by a plebiscite on September 11, 1980, and General Pinochet became President of the Republic for an 8-year term. In its later years, the regime gradually permitted greater freedom of assembly, speech, and association, to include trade union activity. In contrast to its authoritarian political rule, the military government pursued decidedly laissez-faire economic policies. During its 16 years in power, Chile moved away from economic statism toward a largely free market economy that fostered an increase in domestic and foreign private investment. U.S. Dept. of State FOIA Electronic Reading Room - Hinchey Report (CIA Activities in Chile)

Retired Army General Roberto Viaux was a major coup plotter with support from non-commissioned and junior officers; he also headed several right-wing civilian groups.  After CIA was directed to explore prospects for a coup to prevent Allende from taking office, a CIA officer established contact with Viaux on 9 October 1970.  A second meeting with Viaux resulted in the Station forwarding a request to Washington from Viaux for weapons, tear gas and other supplies as well as a life insurance policy for himself.  In reviewing Viauxs proposal, CIA Headquarters determined that his group had no chance of carrying off a successful coup.  Headquarters advised the Station, and during meetings on 17 .18 October a CIA officer told a member of the Viaux group, that CIA would not entertain their request for support.  The offic ... In April in the case of Operation Albania, Judge Hugo Dolmestch indicted 16 former military and police officers, including retired army General Hugo Salas Wenzel, as well as 2 civilians. At years end, the judge had not issued indictments in the related case involving the 1986 deaths of journalist Jose Carrasco and three other persons. On August 5, the judge investigating the 1982 killing of labor leader Tucapel Jimenez sentenced six persons (including two retired generals) as authors of the crime, two as accomplices and four as involved in the coverup. Only those charged as authors received jail sentences. The others were given parole for varying periods of time. Four of the accused were absolved. The labor union that Jimenez led before his death appealed the verdict and sought harsher sentences.
