In one case of particular notoriety in August 2004, three innocent travelers, including a U.S. citizen, were framed and imprisoned for over a month when a surprise inspection detected 189 kilograms of cocaine in unchecked luggage that had been escorted into the planes cargo hold by Venezuelan National Guardsmen assigned to the Anti-Drug Command. In order to divert suspicion from themselves, they switched the airline baggage tags with those of the suitcases of three innocent travelers. The courts ordered the release of the passengers after more than a month in jail. Several of the National Guard officials implicated in this case were arrested less than a month later while loading half a ton of cocaine onto a private plane at Maiqueta International Airport. ... In addition, given Uruguay's success as a regional financial center before the recession, the U.S. provides assistance to combat money laundering. U.S. support complements GOU counternarcotics efforts. In 2003 and 2004, funds from the State Department's INL Bureau will be used for travel, training, and conferences for GOU officials in counternarcotics, crime, corruption and money laundering. One can travel from Israel by car to Jordan and Egypt. Travel to Jordan is not complicated but requires advance notification to Embassy Amman, and a few other preparations that one can find out about at post. It is possible to travel to Egypt by car, but it is farther and costlier and requires better planning. ... Embassy people are allowed to travel freely to most sites of interest.
