Adherence to and Compliance with Arms Control and Nonproliferation Agreements and Commitments

IRANIran became a State Party to the BWC in March 1975. Iran’s biological warfare program began during the Iran-Iraq war. Hashemi-Rafsanjani—then Acting Commander in Chief of the Armed Forces and Speaker of the Majlis – was reported to have announced during an October 1988 speech: “We should fully equip ourselves both in the offensive and defensive use of chemical, bacteriological, and radiological weapons. From now on, you should make use of the opportunity and perform this task.” The United States believes Iran has endeavored to follow through on Rafsanjani’s direction. Iran has a growing biotechnology industry, significant pharmaceutical experience and the overall infrastructure to support its biological warfare program. Iran has expanded its efforts to seek considerable dual-use biotechnical materia ... [Read More]

Department of State Washington File: Transcript: White House Daily Briefing, October 29

MR. FLEISCHER: Well, we already do provide the information sharing. That is a two-way street, and very productively so. It's one of the interesting things about the end of the Cold War, and the growing relationship between the United States and Russia. We do share information with Russia in our mutual effort to fight terrorism. In addition, I'd remind you that in support of putting an end to terrorist activities in and around Chechnya, the United States is providing military training and equipment programs for Georgia, particularly in the Pankisi Gorge, a neighbor of Russia that's involved -- the hostilities have been coming from areas that are particularly centered around the Pankisi Gorge. ... Department of State Washington File: Transcript: State Department Noon Briefing, October 5, 1999

The Russian defense spokesman indicated that Russia lost two aircraft over Chechnya in the past two days. We have raised our concerns with Russian officials about this continued military escalation as well as recent military actions, and we have asked the Russians to clarify their intentions. The Russians have said their forces are seeking to create a "security zone." We are continuing to monitor this. We continue to believe that any general resumption of hostilities in Chechnya would further threaten stability in the entire region. We have urged a constructive dialogue involving all legitimate leaders in the north Caucasus and remain convinced that only in this manner will the Russians be able to achieve long-lasting stability and security in the region. ... Department of State Washington File: Transcript: Bush, Putin at Camp David Stress Strong U.S.-Russia Ties

PRESIDENT PUTIN: Regarding declarative character of the relations between Russia and the United States. Where do, as we say in Russia, legs grow, where do some questions come from? This happens because people expect from us constantly some kind of revolutions. Now, just positive development in the relationship is no longer sufficient for them. I would like to point your attention that due to rapprochement between Russia and the United States we manage to establish and to create in the world, an atmosphere and trust -- of trust and strategic stability. ... Digital Video Conference With Bratislava, Moscow and Rome

What about the progress in the democratic transformation of Russia? What’s going on with that? There doesn’t seem to be as much progress there as would have been expected when the two presidents first met in Ljubliana almost four years ago, three and a half years ago. What about the areas that are right around Russia’s borders where there are as I said secessionists who are criminals that seem to us to undercut Russia’s security by allowing and not really addressing in a concrete way the fact that there are secessionist, two secessionist areas remaining in Georgia and one in Moldova. There are still outstanding questions with Nagorno-Karabakh. Russia can play a very positive leadership role in addressing these questions. It cannot be in Russia’s interest to allow this kind of criminal activity to take place so close to its borders. This is where there can be a breeding ground for terrorists. That is not in Russia’s in ... [Read More]
