People around the world are engaged in a struggle to realize these ideals in their own countries. My country salutes their efforts. We especially welcome the spread of democracy in Africa. Just over two weeks ago, President Bush met in the White House with leaders of Mozambique, Botswana, Namibia, Ghana, and Niger. Most of these countries have known civil war, autocratic rule, coup d’etats, and ethnic conflict. But all have made remarkable progress toward establishing governments that allow their citizens to enjoy the blessings of liberty. Documenting Atrocities in Darfur

Analysis of the refugee interviews points to a pattern of abuse against members of Darfurs non-Arab communities, including murder, rape, beatings, ethnic humiliation, and destruction of property and basic necessities. Many of the reports detailing attacks on villages refer to government and militia forces, preceded by aerial bombardment, acting together to commit atrocities. Respondents said government and militia forces wore khaki or brown military uniforms. Roughly one-half of the respondents noted GOS forces had joined Jingaweit irregulars in attacking their villages. Approximately one-quarter of the respondents said GOS forces had acted alone; another 14 percent said the Jingaweit had acted alone. Sudan: Death Toll in Darfur

This fluctuation of mortality rates tracks with comparative historical experience where mortality rates in complex emergencies tend to return to near normal levels four to six months after the arrival of international assistance.
