The constitution of 1991, which replaced the 1980 (single-party) constitution adopted following independence, calls for a politically independent President, who approves a government led by the Council of Ministers, which is elected by the majority party in the National Assembly. The President is the head of the state and of the armed forces.  The Council of Ministers is the executive and administrative organism; it consists of the more powerful Prime Minister, who is the head of the government, plus a number of government ministers and secretaries of state.  National elections take place every five years. Local government consists of a locally elected Mayor (Presidente da Camara) for each of Cape Verde's 17 municipalities, assisted by a city council.
