COUNTRY DESCRIPTION:  The Republic of Cape Verde consists of nine inhabited and several uninhabited volcanic islands off the western coast of Africa.  Most are rugged and mountainous; three (Sal, Maio, and Boa Vista) are flat, desert islands with sand beaches.  Praia, the capital, is on the island of Santiago, and Cape Verde’s major shipping port is Mindelo on the island of Sao Vicente.  Portuguese is the official language.  The Amilcar Cabral International Airport is located on Sal, more than 100 miles northeast of the capital, but a new international airport in Praia is scheduled to open in 2005.  While the tourist industry brings ever-growing numbers of tourists, facilities on many islands remain limited.  Sal has the most developed tourist industry and all interna ... The Cape Verde constitution adopted in 1980 and revised in 1992, 1995, and 1999 forms the basis of government. The president is head of state and is elected by popular vote for a 5-year term; the most recent elections were held in February 2001. The prime minister is head of government and proposes other ministers and secretaries of state. The prime minister is nominated by the National Assembly and appointed by the president. The country, which consists of 9 inhabited islands, has a total area of 1,557 square miles, and its population is estimated at 480,000. The overwhelming majority (more than 90 percent) of the population is at least nominally Roman Catholic. The largest Protestant denomination is the Church of the Nazarene. Other Christian churches include the Seventh-day Adventist Church, the Church of Jesus Christ of Latter-day Saints (Mormons), the Assemblies of God, and various other Pentecostal and evangelical groups. Cape Verde

Cape Verde is a multiparty parliamentary democracy in which constitutional powers were shared among the elected Head of State, President Pedro Verona Rodrigues Pires, former president of the African Party for the Independence of Cape Verde (PAICV); the head of government, Prime Minister Jose Maria Neves; and Neves' party, the PAICV. In January 2001, Pires was elected by a margin of 12 votes over the country's former prime minister and Movement for Democracy (MPD) president, Carlos Veiga, in what the National Electoral Commission and international media judged to be free and fair elections. The judiciary generally was independent. The police have primary responsibility for maintenance of law and order. Civilian authorities maintained effective control of the security forces. While mechanisms to deal with spousal abuse exist in theory, in practice these mechanisms neither ensure the punishment of all those responsible nor effectively prevent future violence. Women's organizations continued to seek legislation to establish a special family court to address crimes of domestic violence and abuse; however, they made no progress in achieving such legislation. In 1998 the Parliament revised the Penal Code, widening the definition of sexual abuse and strengthening penalties against abusers.
