The Cape Verde archipelago was uninhabited until the Portuguese discovered the islands in 1456. African slaves were brought to the islands to work on Portuguese plantations. As a result, Cape Verdeans are of mixed African and European origin. The influence of African culture is most pronounced on the island of Santiago, where half the population resides. Sparse rain and few natural resources historically have induced Cape Verdeans to emigrate. It is believed that of the more than 1 million individuals of Cape Verdean ancestry, fewer than half actually live on the islands. Despite the poor natural resource base, the per capita GDP of $1,400 USD places Cape Verde amongst the highest in the West Africa region.  However, serious water shortages exacerbated by cycles of long-term drought make economic independence difficult.  Although nearly 70% of the population lives in rural areas, and over 50% of employment is in agriculture, the share of agriculture in the GDP is only about 13%, of which fishing accounts for 1.5%. The archipelago is at the center of one of the last great underused fishing grounds of the world.  Tuna and lobster abound, but at present fishing is a trade of artisans, though there is some export of fish and crustaceans. Program Information – Ambassador's Fund for Cultural Preservation

The Ambassador's Fund for Cultural Preservation is the only cultural preservation program in the U.S. government that provides direct small grant support to heritage preservation in less developed countries. In creating the fund, Congress noted, "in efforts to assist in preserving the heritage of other cultures, we show our respect for them." ...

Congress specified that Ambassadors from eligible countries (see list below) may submit proposals for consideration. Projects are brought to the attention of the U.S. Ambassadors in different ways. Often the project is a partnership between the U.S. Embassy and the country's Ministry of Culture or local non-profit organization. It is the Embassy's Public Affairs Section that oversees the project.
