Accomplishments. Through CONAPRED and under the authority of the Attorney General, Panama continued to implement the National Drug Strategy 1996-2001, its national counternarcotics plan. This program coordinates GOP and NGO efforts and emphasizes prevention, treatment, rehabilitation, supply control, and interdiction. In 2001, CONAPRED worked closely with the NGO Cruz Blanca, the Ministry of Education, and the Embassy’s NAS to conclude a major epidemiological study of factors that put youth at risk for drug abuse. In August 2001, Panama’s Banking Association, with strong support from Panama’s Banking Superintendency and Financial Analysis Unit (FAU), hosted the Fifth Hemispheric Congress on the Prevention of Money Laundering. V. Country Narratives -- Countries A through G

France is a destination country for women trafficked for the purposes of sexual exploitation and involuntary domestic servitude, primarily from Eastern and Central Europe and Africa. The number of Chinese women trafficked to France for sexual exploitation increased in 2004. The government estimates that there are 10,000 to 12,000 trafficking victims in France, 3,000-8,000 of whom are children forced into prostitution and labor. Nigerian trafficking networks continued to expand their activities in France. Trafficking of Brazilian women and girls for sexual exploitation to French Guiana — a French possession — remained a serious problem. The Government of France fully complies with the minimum standards for the elimination of trafficking. Although the government did not provide full data on investigations, prosecutions, convictions, and sentences, the Secretary of State has ... [Read More]

Department of State Washington File: Text: U.S. Praises Election of Wolfowitz as Next Head of World Bank

Treasury Secretary John Snow today congratulated Paul Wolfowitz on his election, by the World Bank's Executive Board, to be World Bank President.  "I am tremendously pleased for Secretary Wolfowitz and for the people the Bank serves all over the world.  The exceptional mission of the World Bank demands that it be led by an outstanding leader; someone with proven management skills, international diplomatic experience, real vision and, above all, a commitment and passion for development.  Paul Wolfowitz is that leader.  He will do a terrific job leading an institution whose purpose is noble, unique and represents the hope of impoverished people across the globe.  I commend the Board on their selection and look forward to working with President-designate Wolfowitz and the finance ministers and development ministers around the world in our efforts to meet our international development goals." ... Department of State Washington File: Small Business Important to World Economy, World Bank Says

-- Small and Medium Enterprise Finance. The key question is how can SMEs get capital when many commercial banks only lend to larger enterprises, Wright said. Without capital to grow, it is difficult for an SME to get to the next stage and create more jobs. SMEs are the largest source of new jobs, Wright said. For example, the World Bank said that there are 2.9 million SMEs in Mexico representing 92 percent of all Mexican companies and 70 percent of all employment. ...

"It is clear from our experience that the strengthening of small business is a critical tool for sustainable job creation and growth," Peter Woicke, head of the Bank's International Finance Corporation (IFC), said in a statement about the first-time forum. The IFC has set up an SME department to coordinate $2,800 million in annual loans, equity investments, technical assistance and other work with small businesses. ... [Read More]

Bilateral Cooperation. Nicaragua and the United States are strong allies in counternarcotics activities. The police have done much to professionalize their force since Nicaragua returned to the democratic fold in 1990. The NNP established formal relations with the DEA in 1997. From that time, cooperation between the two organizations has been ongoing and effective. During 2004, the U.S. continued to provide significant counternarcotics and law enforcement assistance to the NNP through the DEA, State/INL, and the U.S. Department of Justice. A new bilateral anticorruption initiative will bring additional USG resources to bear in improving the judicial system, the postal system, and the customs service. The Nicaraguan military has also proven to be an effective and reliable partner in the counternarcotics field and has committed ground, air, and naval forces to support law enforcement operations. INL is refurbishing several large and numerous smaller p ... [Read More]
