The government adopted legislation in 1990 to authorize the formation of multiple political parties and ease restrictions on forming civil associations and private newspapers. Cameroon' s first multiparty legislative and presidential elections were held in 1992 followed by municipal elections in 1996 and another round of legislative and presidential elections in 1997. Because the government refused to consider opposition demands for an independent election commission, the three major opposition parties boycotted the October 1997 presidential election, which Biya easily won. All of these elections were marred by severe irregularities. In December 2000, the National Assembly passed legislation creating the National Elections Observatory (NEO), an election watchdog body. NEO played an active role in supervising the conduct of local and legislative elections in June 2002, which demonstrated some progress but were still hampered by irregularities. Thanks to international consultants, Cameroon will be holding one of its most prestigious international trade show – promote 2005 – at the Yaounde Conference Center on December 6-12, 2005. Promote is holding once every three years and it is heavily attended by all kinds of companies from the Central African Monetary and Economic union member countries, and agents and representatives of companies from the Middle East, Europe and Asia. In addition to Promote, the Cameroon Chamber of Commerce will be holding its traditional annual bazaar convention, Foire Promo 2005 that holds every December of the year around Christmas time at the Yaounde Trade Fair Center. One of such editions of Promo was held on November 30-December 23, 2004. United States Embassy Cameroon: The American Cultural Center celebrates World Press Freedom Day 2005

The American Cultural Center also organized a series of training workshops for journalists and student journalists at the University of Buea; with the Media Club of the West Province; and with journalists in the economic capital, Douala, to discuss the need for Auto Regulation by the media, and the role of the newly created Cameroon Media Council that will act as mediator between journalists and government/civil society. On hand to talk to the over 300 journalists and student journalists on this occasion was ARS Speaker Dr. Eduardo Cue, and Dr. Asheri Kilo, a member of the Cameroon Media Council. Journalists and student journalists at all the different workshops, expressed their appreciation for this initiative taken by the American Cultural Center to clarify them on the functions of the Cameroon Media Council and how they could avoid court proceedings if they auto regulate their profession. Cyprus is a destination country for women trafficked from Eastern and Central Europe for the purpose of sexual exploitation. Traffickers who forced women into prostitution continued to fraudulently recruit victims for work as dancers in cabarets and nightclubs on short-term "artiste" visas, for work in pubs and bars on employment visas, or for illegal work on tourist or student visas. There was increasing evidence of Chinese women being trafficked for sexual exploitation in Cyprus. The Government of Cyprus does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. Numerous prisoners died in custody due to abuse inflicted by security forces and harsh prison conditions and inadequate medical treatment (see Section 1.c.). Mob violence and summary justice directed against suspected thieves and those suspected of practicing witchcraft and other crimes reportedly continued to result in an increased number of deaths and serious injuries. For example, in early March, an angry mob in the Oyom Aban neighborhood of Yaounde beat to death Emile Eyenga, a 34-year-old bandit who previously had been arrested and released on several occasions. Aban was caught burglarizing a private residence. In early August, the gendarmerie company commander for Ngoketunjia Division, North West Province, stated that angry mobs lynched three persons caught stealing.
