Brazil is a source and destination country for men, women, and children trafficked for the purposes of sexual exploitation and forced labor. Women and girls are trafficked internally for sexual exploitation and to neighboring countries in South America, the Caribbean, Europe, Japan, and the Middle East. The ILO estimated in 2002 that 450,000 children, mostly girls, are employed as domestic servants and vulnerable to abuse. Approximately 70,000 Brazilians, mostly women, are engaged in prostitution in foreign countries and many are trafficking victims; their major destinations are countries in Europe, particularly Spain, and South America and Japan. Sex tourists target young Brazilians, particularly in the resort areas and cities of Brazil’s northeast. In November 1979, a Community Liaison Office (CLO) was established in Yaounde. The management officer and the CLO coordinator are the first contacts at post. On receipt of an assignment cable, post issues a TM-2 cable with initial shipping instructions and a CLO welcome cable with general information. Subsequently, the CLO provides information regarding suggested items to pack and suggested consumables. The CLO coordinates the post sponsor program and advises newcomers of their sponsor’s name. On arrival at post, their sponsor and the post expediter meet all personnel at the airport. Sponsors coordinate all first day appointments and courtesy contacts within the Mission and schedules the security and health unit briefings within the first week for both employees and their dependents. On June 5, Douala airport police arrested Dominique Djeukam Tchameni, an opposition political leader and activist, on his return from Belgium, where he had filed a suit against President Paul Biya and some government and security officials for human rights violations in the Bepanda 9 case (see Section 1.b.). Police interrogated Djeukam Tchameni for 2 hours, released him, and confiscated his passport. On December 28, police in Douala airport again arrested and confiscated the passport of Djeukam Tchameni when he returned from another trip to Belgium to file a lawsuit against President Biya. c. Freedom of Religion The Constitution provides for freedom of religion, and the Government generally respected this right in practice; however, there were some exceptions. In general the Law on Religious Congregations governs relations between the Government and religious groups. Religious groups must be approved and registered with the Ministry of Territorial Administration to function legally; there were no reports that the Government refused to register any group. It was illegal for a religious group to operate without official recognition, but the law prescribes no specific penalties for doing so. The approval process usually takes several years, due primarily to administrative delays. The only religious groups known to be registered were Christian and Muslim groups and the Baha'i Faith; additional groups may be registered. On April 6, police officers beat to death Emmanuel Ebanda, a porter at the Douala International Airport (see Section 1.c.).  The police claim that Ebanda died because he beat his own head against the wall; however, a jailed witness contests these charges, claiming that he called repeatedly for medical assistance for Ebanda, but that the police ignored his pleas.  The police investigated the case and on August 21, three police officers were arrested; they remained in detention pending trial at year's end.  ...
