Freedom of Speech and Press The Constitution provides for freedom of speech and of the press; however, the Government continued to impose limits on these rights. The Penal Code's libel laws specify that defamation, abuse, contempt, and dissemination of false news are offenses punishable by prison terms and heavy fines. In early June, soldiers at a military garrison near the intendance roundabout in Yaounde brutalized and stripped naked Amelie, a young female soccer player with "Canon-filles," a Yaounde-based soccer team.  Amelie was returning home with her boyfriend when the soldiers demanded her identification.  The gendarmes accused her of holding a fake national identity card with a female name, and, after beating Amelie, the soldiers decided to strip her naked publicly to verify her gender, only to realize that she had spoken the truth and her identity card was authentic. ... Related laws, including sexual coercion/rape, kidnapping, false imprisonment, and crimes against personal freedom allow penalties similar to trafficking crimes. Germany actively investigates cases of trafficking at both the state and federal level. The Federal Office for Criminal Investigation has a special trafficking-in-persons team that, inter alia, coordinates international operations, offers special training, and publishes the annual trafficking in persons report. Latest available figures list 273 pre-trial investigations for trafficking for sexual exploitation, and 148 convictions. Kenya held successful multiparty general elections on December 27, 2002; election observers concluded the polling broadly reflected the popular will and was free and fair. For the first time since independence in 1963, the Kenya African National Union (KANU) lost the presidency and the majority of seats in Parliament. The National Rainbow Coalition (NARC), a grouping of opposition political parties and former KANU leaders, swept the presidential and parliamentary results. Torture continues to be a problem in Kenya. While the Constitution prohibits such acts, security forces continued during recent years to use torture and physical violence during interrogation and to punish both pretrial detainees and convicted prisoners. In 1995 the Government created a permanent negotiating team made up of religious leaders, NGO representatives, Council of State members, and other interested parties to help resolve the continuing tensions between the Konkomba and other ethnic groups in the north. The Permanent Peace Negotiating Team (PPNT) is a facilitative body whose primary purpose is to mediate disputes. In 1996 a series of highly publicized "peacemaking" ceremonies were held at which tribal leaders pledged to solve their differences through negotiations. In 1997 in response to reports of latent insecurity, the PPNT extended its activities to some northern parts of the Volta Region and supervised a peace accord among all parties to the conflict there. Since 1997 there have been organized seminars and workshops designed to promote dialog between two feuding factions. M) Money Laundering and Financial Crimes

Moldova. In Moldova, the OTA Enforcement Team contributed to the drafting of a new money laundering law and its passage by the Parliament. The team is now helping the government to draft amendments that will strengthen that law. The team also developed and delivered training programs for the National Bank of Moldova and the Bankers Association of Moldova on bank examination procedures and methodologies of detecting and reporting of suspicious financial transactions.
