If I am delayed in the staff room, a crowd of protesting students immediately comes to inform me that time is passing. So no pupil wants to miss 90 minutes with the English teacher, alias choirmaster. ... [Read More]

US Department Of State Post Report

There are numerous nongovernmental organizations in Cameroon. Local employment outside the Mission is possible depending on field of expertise but can be difficult to find. In the first 4 months of the year 2000, two EFM’s have been offered employment outside the Mission; one with an NGO, and another with a new private company. Any spouse or dependent interested in employment should write, e-mail, phone, or fax the Embassy Human Resources Office or the Community Liaison Office (CLO) at post. The Mission is committed to doing all it can to aid EFMs in finding employment. Volunteer work at local schools, missions, and medical facilities is plentiful and rewarding.  ... [Read More]

USIS Washington File: TRANSCRIPT: STATE DEPT. NOON BRIEFING, AUGUST 4, 1998

Butler's plan for an accelerated work plan, which was agreed upon with Iraq, to verify Iraq's destruction of its weapons of mass destruction could have been wrapped up in four or five weeks, Rubin reported. Rubin quoted Butler as having said full cooperation by the Iraqis would have allowed Butler "to report to the UN Security Council the end, or very near the end, of the missile and chemical weapons files." ...

Q: Does the US feel that could happen in the next couple of weeks - that he could have actually verified the absence of chemical and missiles? ... [Read More]

We have also strongly encouraged concrete action by North Korea to achieve progress in addressing all these concerns of the international community, both on the missile export program and on its indigenous missile programs. So those are going to be subjects that we will discuss with the Russians as well. ...

His dedication to the mission of the Courier Service was unmatched and he was clearly an asset to the Department of State and the US Government. His friends and colleagues in the US Government will miss him very dearly. ... [Read More]

d. Freedom of Movement Within the Country, Foreign Travel, Emigration, and Repatriation The Constitution provides for these rights, and the Government generally respected them; however, police occasionally restricted freedom of movement by enforcing curfews in areas with ethno-religious violence. In the months leading up to and during the elections, police in the Federal Capital Territory limited the number of Muslims entering Abuja to attend Friday Juma'at prayers at the National mosque because of the Government feared the gathering would become a spontaneous rally or riot in favor of opposition presidential candidate Buhari. Local Government Areas (LGAs) in Warri North, Warri South, and Warri Southwest experienced numerous curfews in response to inter-ethnic conflict during the year. Mobile police and military personnel manned checkpoints and restricted movement for 12 hours during the day, which reportedly calmed Warri town. ... [Read More]

In December 2001, the President signed an electoral law that extended the tenures of local governments by rescheduling local elections in 2003. State governors and state assemblies contested the provision as an infringement on the states' constitutional power to control local government. The President vetoed an amended bill that mandated all state and national elections must take place on the same day in 2003, but in September both houses overrode the President's veto. INEC filed a lawsuit, claiming the provisions to hold local and federal elections in one day was an unconstitutional interference with its authority. In early December, the Supreme Court ruled that INEC's interpretation of an existing law was faulty, and new political parties would be allowed to participate at all levels in 2003. During the year, the judiciary issued several important constitutional decisions that will help define federalism based on ... [Read More]

QUESTION: EU Commissioner Chris Patton said today that if the United States proceeds and goes against the Security Council resolution, uses force against Iraq, it will be impossible for the EU to raise money for humanitarian aid and reconstruction for Iraq and aid for its neighbors. ...

MR. BOUCHER: We will look at each of these situations on their merits and decide what the appropriate action is in the UN Human Rights Commission session. ...

I think we've been pleased to see quite a number of countries coming out in support of the need to deal with the situation and do something about it and to stand up for the Council's previous resolutions. So that discussion continues. We're always there. We're always listening. Our mission in New York is always reporting back to us on those conversations, so we're interested in what other countries have to say and are paying close attention to that debate. ... [Read More]
