Cambodia -- Attack on Trafficking Shelter

The United States strongly condemns the December 8 attack in Phnom Penh on the non-governmental organization, Agir pour les Femmes En Situation Précaire--Acting for Women in Distressing Situations (AFESIP). This NGO, which receives U.S. and international assistance, provides shelter and support to trafficking victims in Cambodia. Armed assailants abducted all but one of the 91 women and children under AFESIP’s care. Just one day earlier, Cambodia’s Anti-Human Trafficking and Juvenile Protection Department under General Un Sokunthea had rescued 84 of them from a hotel notorious as a brothel for sex trafficking of children. Chile is a source, transit, and destination country for men, women, and children trafficked for the purposes of sexual exploitation and forced labor. Most victims are Chilean minors trafficked internally for sexual exploitation. According to a 2003 study conducted by the Chilean National Department of Children’s Affairs (SENAME), at least 3,700 children were victims of commercial sexual exploitation. Traffickers are known to contact victims and their families directly or through advertisements offering jobs as domestic help, models, or product promoters. Chileans have been trafficked to Argentina, Peru, Bolivia, the United States, Europe, and Asia for sexual exploitation. Foreign victims are brought to Chile for sexual exploitation or involuntary domestic servitude from Peru, Argentina, Colombia, and Bolivia, though authorities find it difficult to distinguish trafficking victims from economic migrants. Throughout the reporting period the government cooperated with numerous NGOs and international organizations on prevention, including the strengthening of community-based networks to inform potential victims of the risks of trafficking. As a very low-income country, Cambodia is faced with many of the health problems typically associated with developing countries. Major public health problems include HIV/AIDS, malaria, dengue fever, sexually transmitted diseases, respiratory infections, diarrhea, tuberculosis, and malnutrition. Cambodia has the highest HIV sero-prevalence in Southeast Asia. The reported national HIV sero-prevalence rate is 2.6%. Although malaria risk is minimal in Phnom Penh, the northwestern section of the country is the source of the worst multiple drug resistant malaria in the world. Dengue fever, another mosquito-borne illness is increasing, particularly in urban areas. Most of these diseases affect primarily the Cambodian population, although expatriates exploring Cambodia’s burgeoning sex industry are at extremely high risk of contracting sexually transmitted diseases, including HIV disease. ... US Dept of State - U.S. Law Enforcement Targets Child Sex Tourism

-- The law goes after child sex tour operators and their co-conspirators. Prior to April 2003, only the actual sex exploiters and the principals involved in organizing the illicit business were held accountable. Under the Protect Act, anyone involved in furthering the illicit acts is accountable. For example, a business that hosts a child sex tourism Web site or advertises or facilitates the activity in other ways can be prosecuted. ...

Gary Evans Jackson, a resident of Seattle, was charged with three counts of traveling abroad and engaging in illegal sexual conduct with minors. The charges stemmed from allegations that he engaged in sex with three Cambodian boys, again one boy as young as 10 years old.
