V. Country Narratives -- Countries A through G Cyprus is a destination country for women trafficked from Eastern and Central Europe for the purpose of sexual exploitation. Traffickers who forced women into prostitution continued to fraudulently recruit victims for work as dancers in cabarets and nightclubs on short-term "artiste" visas, for work in pubs and bars on employment visas, or for illegal work on tourist or student visas. There was increasing evidence of Chinese women being trafficked for sexual exploitation in Cyprus. The Government of Cyprus does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. Cambodia Enforcement of the anti‑trafficking laws and prosecution of perpetrators continued to be uneven; however, there was some improvement in prosecution and conviction rates. The MOI reported that during the year police investigated 106 trafficking cases, arresting 113 individuals and rescuing 366 victims under the Trafficking Law. Phnom Penh Municipal Police arrested 52 suspected traffickers and rescued 202 trafficking victims, including 45 underage victims. A local NGO reported that only 7 of the 150 trafficking suspects arrested during the year were successfully prosecuted by year's end, with 75 released for lack of evidence and the remainder awaiting trial. A legal advocacy NGO brought 50 trafficking cases to court during the year. Of the 14 cases that went to trial, convictions were obtained against 6 traffickers with sentences ranging from 2 years' to 20 years' imprisonment. Says -- Evidence also suggests Thailand's epidemic is now spreading among the partners and spouses of sex workers' clients, as well as among marginalized sections of the population, such as injecting drug users and migrants. Infection rates among men who have sex with men and injecting drug users remain high, due to inadequate coverage of prevention activities. East Asia and Pacific In December, the Department of State issued a strong condemnation of an attack on a Phnom Penh NGO shelter for trafficking in persons victims, calling on the Cambodian Government to take immediate steps to protect the women and girls present at the shelter during the attack and the NGOs working in the trafficking in persons sector. Secretary of State Powell urged the Prime Minister to conduct a full investigation into the events at the shelter and the release of eight suspected human traffickers. The Ambassador, Deputy Chief of Mission and senior Embassy staff also warned senior Cambodian officials that a lack of action in response to the incident would call into question the Government’s commitment to combating trafficking. ...
