"Cambodia: Reducing Casualties, Returning Land to Productive Use," 'Protecting Lives, Restoring Livelihoods: The U.S. Program To Remove Landmines' - U.S. Foreign Policy Agenda - January 2004, Department of State, International Information Programs

Thirty years of conflict associated with political unrest, wars, and international border disputes have made Cambodia one of the countries most severely affected by landmines and unexploded ordnance (UXO). Some 60-to-70 mine-related accidents are reported each month - one of the highest rates anywhere in the world. Landmines and UXO have accounted for more than 30,000 injuries throughout the country, and in 2002 civilians represented 98 percent of reported mine casualties. The Cambodian Mine Action Center (CMAC) estimates that up to one million landmines are contaminating 2,000 square kilometers of Cambodian soil, and it reports that mines and UXO have contaminated 45.5 percent of the 6,422 villages surveyed. ... I think it is essential to encourage more widespread adherence to the treaty; of course, it would not eliminate the problem altogether, as most of the production is illegal anyway, but it would definitely help in, at least, slowing down the propagation of landmines. ...

In 1997, a Mine Ban Treaty against the production, use, transfer, and stockpiling of mines was proposed at the international Ottawa Convention. It has so far attracted 139 signatories, but 47 countries have still not signed the treaty. Some of these want to preserve the profit they derive from landmines; others, such as the United States, cite military obligations--e.g., protecting South Korea from North Korea. ... [Read More]

Evening in Cambodia

Landmines are not just about national policy, however. This is also about a backlogged human tragedy and the United States is offering considerable humanitarian mine assistance. Some $90 million this year alone to 40 countries around the world. We are helping to clear mines, including by equipping and training individuals all over the world, which multiplies the effect of our own capability. We are supporting and creating life-saving programs to educate about the risks that landmines pose. Consider, for example, that over 50 percent of Cambodia’s population is under the age of 18 and so the need to teach children about the dangers of mines is perpetual. We also offer help for survivors, including medical assistance and vocational training, to give those who directly bear the costs some hope for their own futures. ... [Read More]
