Synopsis of Public-Private Partnerships

The HALO Trust, an American and British “not for profit” charity, specializes in the removal of landmines and unexploded ordnance from post-conflict zones. Since it began humanitarian demining in Afghanistan in 1988, it has destroyed over one million explosive items. HALO is currently conducting humanitarian demining in Afghanistan, Abkhazia (Georgia), Angola, Cambodia, Eritrea, Mozambique, Nagorno-Karabakh, Somaliland and Sri Lanka. HALO has also conducted surveys and limited clearance in Bosnia-Herzegovina, Chechnya (now suspended), Ethiopia, Laos, Sudan and Vietnam. Although the Government doubled its budget for the Ministry of Health in FY 2003‑04, it still amounted to only 1.2 percent of total Government expenditures. Reconstruction and Rebuilding Efforts in Afghanistan

A lot of our focus is in agriculture, and agriculture is not a visible thing. You know, when you do a physical reconstruction, like a school, there's a sign on it. There is no sign on 7,000 tons of seed that we introduced last spring, and then another 5,000 tons of seed we just distributed. We will, over a three-year cycle, replace 20 percent of the seed stock of the country with a new variety of wheat that will increase yields by 80 to 100 percent and is drought resistant. So if another drought comes, part of the crop will survive and grow food. The country, before 1978 was food self-sufficient. In fact, they exported food. There's been a massive loss of productive capacity over the last 24 years. We're rebuilding that, both for food security reasons, for nutrition reasons, but also for economic reasons. Some of the data, such as fingerprints, driver's license number, anticipated change of address, and whether the offender has had medical treatment afterwards is kept confidential.
