On New Year's Day 1975, communist troops launched an offensive that, in 117 days of the hardest fighting of the war, destroyed the Khmer Republic. Simultaneous attacks around the perimeter of Phnom Penh pinned down Republican forces, while other Khmer Rouge units overran fire bases controlling the vital lower Mekong resupply route. To manage the vast amount of information, the Warden System in Phnom Penh is divided into groups called zones. Some of these zones are geographical, based on where people live in the city of Phnom Penh and in the provinces. There are about 30 geographic zones in Cambodia. Some of the zones are functional, based on the organizations, schools and missions that people work for. We have about 50 functional zones in Cambodia. Each of these geographical and functional zones has at least one warden. A warden is an individual who volunteers to be the main contact person between the U.S. Embassy and the American citizens within their zone. In the event of an emergency or natural disaster, U.S. Embassy staff would contact these wardens who would in turn disseminate the information to American citizens within their zone. The U.S. dollar and Cambodian Riel are both widely used, although U.S. dollars are preferred, especially for larger transactions.  Except in major hotels, credit cards are not widely accepted within Cambodia, although a number of banks in Phnom Penh accept Visa cards for cash advances.  Bank and major hotels accept travelers' checks, but usually charge a service fee.  The only ATM machines in Cambodia require a local account with the bank.
