The government is still struggling to reestablish basic levels of transportation, communication, food and water supplies, and government services, especially in the countryside. Poverty is a serious problem, and living standards and social indicators place it among the poorest countries in the world. A severe lack of government resources, widespread corruption and absence of a rule of law have hampered efforts to strengthen Cambodia’s economy and improve living standards. Curbing Violence Against Political Activists in Cambodia Today we received a credible but as yet unconfirmed report that a village chief in Battambang province, a member of the ruling party, fired his handgun at an opposition party activist on December 11. The official has not been charged and remains free. The United Nations reported yesterday that on December 5 police used electric batons and beat peaceful demonstrators outside the Department of Forestry.
