Cambodia -- Attack on Trafficking Shelter

The United States strongly condemns the December 8 attack in Phnom Penh on the non-governmental organization, Agir pour les Femmes En Situation Précaire--Acting for Women in Distressing Situations (AFESIP). This NGO, which receives U.S. and international assistance, provides shelter and support to trafficking victims in Cambodia. Armed assailants abducted all but one of the 91 women and children under AFESIP’s care. Just one day earlier, Cambodia’s Anti-Human Trafficking and Juvenile Protection Department under General Un Sokunthea had rescued 84 of them from a hotel notorious as a brothel for sex trafficking of children. We are deeply troubled that eight of the hotel’s operators who had been arrested on December 7 were subsequently released and reportedly participated in the attack on AFESIP. ... [Read More]

Following the initial arrests, the government released most of the detainees, although pre-trial detention of six months is permissible under Cambodian law. Dates for the trials of the remaining 57 who were indicted, including a prominent student leader, have not yet been set. Mom Sonando was released on bail after high-level appeals. The RGC transferred the Governor of Phnom Penh, Chea Sophara, to be advisor to the Prime Minister and reassigned the commander of the Phnom Penh military police unit, in the weeks after the riots, but denied that either move was related to accountability for the riots. ... The Constitution and law provide for these rights, and the Government generally respected them in practice; however, during the post-National Assembly election period, there were several credible reports of restrictions on travel from the Provinces of Kampong Speu and Kampong Chhnang to Phnom Penh. Authorities detained groups of people en route to Phnom Penh and accused them of traveling to Phnom Penh to engage in demonstrations protesting the election results.
