Southeast Asia The U.S. Mission in Thailand includes offices of the Drug Enforcement Administration, the Federal Bureau of Investigation, the U.S. Secret Service, the Department of Homeland Security (Immigration and Customs Enforcement), and the Diplomatic Security Service. Agents of these agencies cooperate closely with Thai authorities in investigations of drug trafficking organizations and related offenses, as well as non-drug crimes. In March, an investigation by DEA in cooperation with the RTP/ONCB Special Investigative Unit (SIU) developed sufficient cause under Thai conspiracy laws to execute 26 search warrants on residences of members of a trafficking organization operating out of the Khlong Toey slum section of Bangkok. Vietnam There were reports that from February 2001 through mid 2002 groups of vigilantes abducted and beat Protestant worshippers at non-recognized worship centers in some locations. According to one report, the Protestant churches in Ban Don district in Dak Lak province were closed following the February 2001 demonstrations; authorities allegedly have prevented all assembly for worship since that time. In early 2002, reports claimed that police intermittently broke up all non-sanctioned Protestant gatherings, including weddings and funerals, in Krong Pak district, Dak Lak province. Vietnam Persons arrested for the peaceful expression of views opposed to official policy were subject to charge under any one of several provisions in the Criminal Code that outlaw acts against the State. During the year, at least two persons--Pham Hong Son and Nguyen Vu Binh-who peacefully had expressed political views, were detained and continued to be under investigation at year's end (see Sections 2.a. and 2.b). At least two others--Le Chi Quang and Nguyen Khac Toan-were arrested and convicted during the year. In August, several villagers from the Central Highlands were detained and/or arrested (see Section 1.b.). On September 25, police arrested former journalist and writer Nguyen Vu Binh.
