The other thing that I think is important, and this applies to those parties as well as to the rebels as how it suggests - they have signed on to a political agreement, a political framework here that enables them to resolve the outstanding issues, including the tough issues of cease-fire and transitional leadership. Those five parties and the rebels now have a process into which they can come, and I think it will be interesting to watch those five parties over the next several days, at least, as this process unfolds, and we sincerely hope that they will recognize that there's something in it for them to engage over the next month. ... Dixon's research of the privacy policies in the online employment industry is full of very useful data that job-seekers and web designers should look at. Besides the usual caveats related to the potential threats of identity theft and misuse of personal data, Dixon uncovered some interesting information, such as the following: "Researchers have submitted a Freedom of Information Act request regarding USAJOBS.gov and StudentJobs.gov. These two sites are the Federal Government's official job sites. In the privacy policy posted at these sites, no mention is made that Monster.com is the government contractor that is operating these sites." ... [Read More]

THE PRESIDENT: Temporary protective status, we call that TPS. We analyze that on a case by case basis. TPS generally is granted for those who are fleeing a very difficult political situation. In Senegal's case, the situation doesn't look very -- it looks the opposite of difficult political situation. It's a very stable political situation. But we'll analyze any TPS requests. ... I am reading an interesting book, The Savage Wars of Peace, by Max Boot, editorial features editor of The Wall Street Journal. In the book, which is rich in American military history, Boot recounts the many "small wars" in which America has used military force to expand its power and influence in the world. While warning of "imperial overstretch and hubris," Boot advises that "in deploying American power, decision-makers should be less apologetic, less hesitant, less humble." "America," Boot concludes, "should not be afraid to fight the тАШsavage wars of peace' if necessary to enlarge the тАШempire of liberty.'" The author draws upon the "lessons of history" in making his case. ... [Read More]

Other U.S. Government efforts support coastal and marine protected area management programs. NOAA's National Ocean Service and South Africa's Marine and Coastal Management Directorate of the Department of Environmental Affairs and Tourism are developing a framework for technical assistance and collaboration, seeking to exchange and develop ideas, information, skills, research, and techniques in marine protected area management, and to develop guidelines for such areas in South Africa. The first phase of this exchange program introduced South African area managers and administrators to the well-developed and coordinated National Marine Sanctuary Program in the United States. On-site training visits focused on developing and implementing management, monitoring, enforcement, and education and outreach programs. The program also includes advice on forming advisory councils and promoting citizen participation, fundraising strategies, and conducting workshops on site. USAID contributed $145, ... [Read More]

The Role of Public-Private Partnerships in the Global Fight Against HIV/AIDS

And I was -- just an unpaid advertisement -- we did recently a working paper on global health alliances. ItТs called Developing Successful Global Health Alliances and itТs on our Web site and we really encourage people to take a look at it, because it really kind of encapsulates some of the things we have talked about today, the types of partnerships that are appropriate for different global health priorities. ...

There he visited with government officials and made several site visits to witness the progress and achievements of several public-private partnerships. Discussions took place to work together to prevent transmission, to address the growing number of AIDS orphans. Secretary Powell said estimated to exceed 40 million by the year 2010, and to expand programs and services to support those most at risk. Our Centers for Disease Control and Prevention at HHS has provided expertise and support with the Ministries and local NGOs in those countries to develop voluntary counseling and testing facilities. ...
