Cyprus is a destination country for women trafficked from Eastern and Central Europe for the purpose of sexual exploitation. Traffickers who forced women into prostitution continued to fraudulently recruit victims for work as dancers in cabarets and nightclubs on short-term "artiste" visas, for work in pubs and bars on employment visas, or for illegal work on tourist or student visas. There was increasing evidence of Chinese women being trafficked for sexual exploitation in Cyprus. The Government of Cyprus does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. In December 2003, President Putin signed legislative amendments to the Criminal Code outlawing trafficking in persons and forced labor, and expanding liability for prostitution-related offenses, with abuse of official position as an aggravating factor. Investigations and prosecutions of trafficking under this new legislation were initiated during the reporting period, but no convictions were reported. More prosecutions were underway under pre-existing trafficking-related legislation. Seven members of a criminal gang were sentenced for acts involving recruitment and sexual exploitation of children; 20 prosecutions were ongoing for the sale of minors; six defendants were charged with kidnapping for internal trafficking for sexual exploitation; and six criminal organizers were arrested and placed in pre-trial detention on trafficking-related charges involving the trafficking of 43 women to the United Arab Emirates (U.A.E.) and Thailand.
