U.S. Department of State, Human Rights Reports for 1999: Bulgaria La Strada, a Netherlands-based NGO, reports that Bulgarian women constitute one of the largest groups of victims of forced prostitution in Western and Central Europe. Approximately 10,000 Bulgarian women currently may be involved in international trafficking operations. This is a very lucrative business for Bulgarian criminal organizations, and there have been unconfirmed reports of local or police involvement in trafficking in some areas. Victims of trafficking range from those who were duped into the belief that they would have good and respectable employment, to those who expected to work as prostitutes but were unprepared for the degree of violence and exploitation to which they would be subjected. A factor contributing to the high number of trafficking victims from the country is the high unemployment rate among young women who face limited opportunities in a relatively patriarchal society.
