Speech by Ambassador Joseph Huggins For the American Business Council Breakfast FDI – Know Our Status at the Gaborone International Conference Center, Botswana - "Gaborone Botswana"

Distinguished guests, ladies and gentlemen, good morning. Before I begin my remarks, I would like to dedicate this business breakfast to the memory of Swift Mpoloka who was tragically killed in an automobile accident on August 22. As many of you know, Swift was the Director of Public Relations for BEDIA. It is ironic that the August 25th edition of the Botswana Gazette carried an interview with Swift that he made prior to his death. In the interview he stated, “BEDIA’s investment opportunities in particular industries, if efficiently explored, would surely bring the desired change and benefits.” I would like to ask that as we discuss and debate this morning’s theme: “FDI – Know Our Status,” let’s remember Swift, who was an optimistic realist when it came to attracting foreign direct investment for Botswana. He listened to the “it can’t be done” crowd, and went about his business of doing it any way because he loved the challenge and he loved Botswana. ... [Read More]

Address by Ambassador Joseph Huggins on the Fund Raising Launch of Botswana Media Women's Association (BOMWA) - "Gaborone Botswana"

Of course, there are notable exceptions. Pamela Dube is the editor of the Setswana newspaper Mokgosi and Clara Olsen runs Botswana Gazette newspaper. Banyana Sekgwe is the Deputy Director (Programs) for Information and Broadcasting and there are several women in top positions at BTV such as Felicitus Mashungwa and Shollo Phetlu. I applaud these accomplished women. But I ask myself, are they an anomaly, the exception that proves the rule that leadership in the communications industry in Botswana is predominantly male turf? Or are they the pioneers who have created the path for those women in the early stages of their careers today? I would like to think of them as pioneers. To quote Ms. Olson: “The future is female or not at all.” In other words, there is no future for Botswana’s media industry unless women are fully represented in all areas. ... [Read More]

Country Reports: A-F

Afghanistan While Afghanistan is not a regional financial or banking center, its informal financial and credit system is extremely robust in scope and scale. Afghanistan is a major drug transit and drug producing country. Afghanistan recently passed anti-money laundering and terrorist financing legislation, and many efforts are being made to strengthen police and customs forces. However, there remain few resources and little expertise to combat financial crimes, or to produce meaningful financial intelligence. The most fundamental obstacles continue to be legal, cultural and historical factors that many times conflict with more Western-style proposed reforms to the financial sector generally. In early 2004, the Central Bank of Afghanistan, Da Afghanistan Bank ( ... [Read More]

There were two independent major weeklies (the Independent and the Standard), a semi-independent weekly (the Financial Gazette) and three monthlies that continued to operate despite threats and pressure from the Government. The major independent newspapers continued to monitor government policies and publish opposition criticism; however, most of them also continued to exercise self censorship in reporting due to growing government intimidation and the continuing prospect of prosecution under criminal libel and security laws. ...
