SPECIAL CIRCUMSTANCES:   Botswana strictly enforces its laws controlling the trade in animal products.  The hunting of lions is explicitly prohibited and leopards and elephants are covered under a strict quota regime.  Botswana's Wildlife Conservation and National Parks Act makes it illegal to posses or remove from Botswana, without a government permit, any living or dead animal, or trophy made from an animal.  A trophy is any horn, ivory, tooth, tusk, bone, claw, hoof, hide, skin, hair, feather, egg, or other durable portion of an animal, whether the item has been processed or not.  Curio shops and vendors throughout the country sell items such as animal skins, plain and decorated ostrich eggs and eggshells, and carved bones or teeth of animals protected by this law.  All of th ... In 2002, the Government required the San to relocate from the CKGR to one of three designated settlements outside of the reserve (see Sections 1.f. and 5). Visitors to the Reserve, including relocated former residents, had to register with Department of Wildlife officials to obtain a permit to enter the CKGR. Estimates of the San population within the Reserve varied between 50 and 200 as members of the community moved in and out of the CKGR during the year. ...

The Constitution prohibits such actions, and the Government generally respected these prohibitions in practice; however, in 2002, the Government forcibly resettled the San out of the Central Kalahari Game Reserve (CKGR). Government officials maintained that the resettlement program was voluntary and necessary to reduce the cost of providing public services and to minimize human impact on wildlife. The Government made no effort to relocate the few San who returned to the CKGR. The Prisons Act grants relatives, lawyers, magistrates, and church organizations the right to visit prisoners for "rehabilitative purposes;" however, the Commissioner of Prisons has the authority to decide whether domestic and international human rights organizations may visit. Independent monitoring of prison conditions by human rights groups, the media, or the International Committee of the Red Cross (ICRC) generally was allowed if these organizations sought permission from the Commissioner of Prisons; however, sometimes permission was denied. The BCHR was denied access to visit Lehlohonolo Bernard Kobedi, a Lesotho national sentenced to death for the murder of a police officer, following the organization's criticism of the executions of four convicted murderers (see Section 1.a.). A small yacht club is located at the Gaborone Dam, where sailing and windsurfing are available. Bilharzias and crocodiles make the reservoir unsafe for swimming, however. Horseback riding and instruction are available at stables located outside of town and at very reasonable prices. The Kalahari Hash House Harriers meet every week and serious marathoners can compete in a full season of events.
