The control of illegal narcotics is a major issue in the bilateral relationship. For centuries, Bolivian coca leaf has been chewed and used in traditional rituals, but in the 1970s and 1980s the emergence of the drug trade led to a rapid expansion of coca cultivation used to make cocaine, particularly in the tropical Chapare region in the Department of Cochabamba (not a traditional coca growing area). In 1988, a new law explicitly recognized that coca grown in the Chapare was not required to meet traditional demand for chewing or for tea, and the law called for the eradication, over time, of all "excess" coca. To accomplish that goal, successive Bolivian governments instituted programs offering cash compensation to coca farmers who eradicated voluntarily, and the government began developing and promoting suitable alternative crops for peasants to grow. The region was colonized under the reign of the Incan monarch Pachacutej in the 15th century, but the founding of the “Noble Villa de Oropeza” (today Cochabamba) was accomplished by the Spaniards between 1570 and 1574. Clothing. The mean temperature in Cochabamba is from the mid-70s to low-80s (21°C–27°C). The altitude causes sharp variations in temperature during the day. In the evenings and early mornings, temperatures drop to the 60s (16°C–20°C), and a sweater or light coat are needed. Noon temperatures go up into the 70s and 80s (21°C–32°C). On January 13, the Government completed investigations and issued reports concerning the five unresolved cases of civilian deaths during the fatal confrontations between security forces and illegal coca growers in the Chapare in the spring of 1998. The reports were forwarded to the Cochabamba district attorney who recommended on February 1 that all five cases (plus two others) be closed. However, a judge in Villa Tunari decided to continue proceedings on three cases and following his decision allegedly received threats, which later apparently ceased. The three cases in question subsequently were transferred to a Superior Court in Cochabamba, which ruled that two of the cases should be closed and that one case, the death of Alberto Coca Cayo, should be sent back to the judge in Villa Tunari to continue proceedings. There is a Mormon temple/center in Cochabamba serving over 100,000 Mormons in the country. There is also a small Jewish community with a synagogue in La Paz, and a few Muslims and a mosque in the eastern city of Santa Cruz. Korean immigrants have their own church in La Paz. The majority of Korean, Chinese, and Japanese immigrants have settled in the city of Santa Cruz. There is a university in the city founded by Korean immigrants, which has evangelical/Presbyterian ties. There are Buddhist and Shinto communities, as well as a considerable Baha’i community spread throughout the country. There is a Church of Jesus Christ of Latter-day Saints (Mormon) temple and center in Cochabamba; Mormon sources estimate the number of their adherents in the country at more than 100,000. There is also a small Jewish community with a synagogue in La Paz. Reports, International Education Week 2001

The exhibit is traveling to seven different cities in Bolivia—Oruro, Potosi, Cochabamba, Sucre, Tarija, Santa Cruz and La Paz. It actually began its tour in late September 2001 and will continue until June 2002. Co-sponsors vary from the local "Casas de la Cultura" to organizers of arts festivals. In each location, the exhibit is opened with a comment about the international nature of education in the U.S., the cross-cultural opportunities demonstrated by the lithography exhibit, and a note that more can be learned about study in the U.S. via brochures and printed information distributed to those interested. ...
