Bring gear for any sports you plan to undertake or continue — swimming (several suits, especially for children), boating, tennis, golf, horseback riding, cycling, etc. MenLast Updated:  12/3/2003 2:00 PM Lightweight suits similar to those worn in the summer in Washington, D.C. are appropriate year round. Short-sleeved shirts can be worn to work, but a coat and tie are required for visits to high-ranking Burundian officials. For most evening social occasions, a sport shirt, without tie, and a jacket are worn. Men on the diplomatic list should have at least one dark, lightweight suit for invitations requiring “tenue de vine.” A dinner jacket is rarely needed. For trips into the mountains, a light jacket or sweater is useful. Bring a variety of footwear. [Read More]

Integrating Track One and Track Two Approaches to International Conflict Resolution: What's Working? What's Not? How Can We Do Better?

Mr. Hager: Thanks, Rob. Mr. Ambassador, Mr. Chairman, distinguished guests. Security can begin at the grass roots, for example, with the poorest of the poor in rural Rwanda. Hutu and Tutsi, people who participated in the genocide, either as victims or as perpetrators -- illiterate people who had never set foot in a classroom. This is the target group in a project that began in Burundi in 1999 as a negotiation skills training for local non-governmental organizations. A project that has evolved into a proven vehicle for empowering marginalized youth and women in Rwanda, and a project which we expect to replicate nationwide through the Ministry of Youth and Sports. ... Several government ministries, including the Ministry of Labor, Youth Development, and Sports, the Bureau of Statistics, and the Department of Information Services, have special child labor units. The Government implemented a program for the elimination of child labor. The Government also worked with the ILO on the "Time Bound Program to Eliminate the Worst Forms of Child Labor." By June, the program had withdrawn and rehabilitated 3,667 children from the worst forms of child labor. The program includes education for withdrawn children and small monetary grants to their families to insure that the children do not re-enter the worst form of child labor. ... [Read More]

Several government ministries, including the Ministry of Labor, Youth Development, and Sports, have special child labor units. The Government continued to implement, in collaboration with the ILO, a "Timebound Program to Eliminate the Worst Forms of Child Labor." The program sought to eliminate child labor in commercial agriculture, mining, domestic work, and prostitution in 11 districts by 2010. The program builds capacity, develops media programs, identifies children most in need of withdrawal, and provides rehabilitation, education, and alternative training for rescued children. By year's end, the ILO reported that about 9,000 children had been withdrawn from the worst forms of child labor since 2002. ... [Read More]

IV. Country Narratives: Africa

Trafficking in persons carries a penalty of five to ten-years imprisonment and the confiscation of any money or property received for trafficking activities. Guinean law also prohibits forced labor and the exploitation of vulnerable persons for unpaid or underpaid labor. Government officials are known to issue false passports for trafficking purposes, and deliberately overlook trafficking at border crossings. No actions have been taken against officials involved in trafficking in persons. In November 2003, a network of Guinean women that trafficked girls from Bamako into Guinea for domestic servitude was discovered in the aftermath of a car crash. Guinean authorities worked with IOM to repatriate the five surviving children. It is not known whether any charges were filed against the traffickers. Guinean border police intercepted six boys en route to Mali and returned the victims to their homes. Police are investigating the case of a Greek citizen intercepted while trafficking 3 ...
