AERA, CLO, and the Marine Security Guard Detachment work together to organize holiday gatherings for the Embassy community and friends. The annual Marine Birthday Ball is one of the highlights of the fall season, followed by the International Women’s Club (IWC) Charity Bazaar in early December. Opportunities abound to devote time to charity. James W. Pardew has been Ambassador of the United States to Bulgaria since 2002, a period encompassing Bulgaria’s admission to NATO, completion of its accession negotiations for European Union membership and the dedication of a new $70 million U.S. Embassy in Sofia. Ambassador Pardew previously was the U.S. negotiator of the Framework Agreement in Macedonia, which prevented a full-scale civil war there in 2001. He earlier served as Deputy Special Advisor to the President and Secretary of State for Democracy in the Balkans during the conflict in Kosovo and subsequent peace implementation from 1999-2001. He directed the Military Train and Equip Program for Bosnia from 1996 to 1999, and represented the Secretary of Defense on the U.S. negotiating team that concluded the Dayton Peace Agreement ending the war in Bosnia. Girls and young women often were approached by persons who gained their trust, frequently other young women and acquaintances or persons introduced by mutual friends, who described glamorous work opportunities abroad. Some were sold into bondage to traffickers by relatives. Victims of trafficking ranged from those who were deceived into believing that they would have good and respectable employment to those who expected to work as prostitutes but were unprepared for the degree of violence and exploitation to which they would be subjected. Unaccompanied young women trying to cross the border into Macedonia, Romania, or Turkey reportedly could be at some risk of being abducted into trafficking. There were reports of women or girls who were denied access into Turkey for lack of a visa or means to pay for one being befriended by traffickers or abducted by taxi drivers at the border and sold to traffickers. France is a destination country for women trafficked for the purposes of sexual exploitation and involuntary domestic servitude, primarily from Eastern and Central Europe and Africa. The number of Chinese women trafficked to France for sexual exploitation increased in 2004. The government estimates that there are 10,000 to 12,000 trafficking victims in France, 3,000-8,000 of whom are children forced into prostitution and labor. Nigerian trafficking networks continued to expand their activities in France. Trafficking of Brazilian women and girls for sexual exploitation to French Guiana — a French possession — remained a serious problem.
