Many have already successfully passed through the peer review process.   5. Information technology also has enormous potential in the preservation of cultural heritages and their global dissemination, for example through "virtual" art galleries and cyber-libraries containing oral histories and the sounds of traditional music. The Internet will also help foster the spread of democracy and respect for human rights and hinder corruption by providing the means for transparent governance and the free flow of ideas and information. ...
