There are signs that low levels of drug consumption in Uruguay are slowly rising, and the National Anti-Drug Secretariat (SND) has coordinated demand reduction programs to counter this trend. Domestic efforts have included teacher training, public outreach and seminars and programs based in community centers and sports clubs. Demand Reduction Programs. The GOU does not maintain statistics on domestic drug consumption, but indications are that drug use within Uruguay is moderate but increasing, with marijuana dominating. GOU efforts focus on prevention, rehabilitation and treatment, based on a strategy developed by the National Drug Council, the Ministries of Education, Interior, Public Health, and Sports and Youth Affairs, and including INJU (The National Institute of Youth), INAME (The National Institute of Minors), the municipalities and NGOs. Specific demand reduction projects include: 1) the “Adventure of Life” program for teaching values and healthy habits to school children; 2) the “Espacio de Encuentro” web page chat forum of the National Drug Council; and 3) the “Centro de Referencia de Drogas,” an NGO program that works with addicted children and young adults. Bilateral Cooperation. The USG and the GOU work together on a variety of counternarcotics efforts. The USG has also sponsored training targeting increased police professionalism and the enhancement of Coast Guard and Customs controls at the port of Montevideo. The Federal Law Enforcement Training Center (FLETC) held two seminars on financial investigations during 2001, attended by judges, prosecutors, public and private bankers, and enforcement officials, designed specifically to assist the newly created Financial Information and Analysis Unit in the Central Bank of Uruguay (BCU). In 2004, to improve its tracking of drug consumption, the GOU funded studies on the social costs of drug use, drug use in prisons, and the link of drug use to emergency room visits. It also started a register for tracking drug offenses in the prison population. Uruguay’s demand reduction efforts focus on developing prevention programs, rehabilitation and treatment. Private instruction in art, music, photography, folkdancing, and ballet is available.  ACS provides a program of after school and evening sports and educational activities for both students and adults. Depending on demand and availability of teachers, these activities consist of photography, ballet, exercise, square dancing, handicrafts, business courses, language, culture, and aerobics, among others. German, U.S., and French binational centers periodically offer courses and lectures in a variety of fields. Graduate-level courses leading to a Master’s Degree in Education from Framingham State College are offered at ACS several times a year.
