At the signing ceremony on December 4, 2001, Minister Gustavo Fernández Saavedra of Bolivia recalled that, "Some years ago, the Embassy of Bolivia in the United States carried out a demarche that was ultimately successful. The purpose of this effort was to regain possession of some textiles that originated in one of the oldest cultures of my country. We lacked the legal basis at that time to protect our cultural heritage. We do, however, have that legal basis now. And I want to express my appreciation to all the members of the Department of State who have worked to make that a reality."
