The majority of intercity travel in Bolivia is by bus, with varying levels of safety and service. In recent years there have been major bus crashes on the highway between La Paz and Oruro, and on the Yungas road. The old Yungas road is considered one of the most dangerous routes in the world. Intracity transportation is dominated by taxis, vans and buses. From a crime perspective, public transportation is relatively safe and violent assaults are rare. Since May 16, various groups within Bolivia have conducted protests, demonstrations and blockades to protest the Bolivian government’s hydrocarbons (gas) policy and demand a variety of political reforms as well as the resignation of the President and the dismissal of Congress. The focus of the protests is the capital city of La Paz and the surrounding Altiplano. The La Paz airport remains open, but some flights have been cancelled and others diverted. The exhibit is traveling to seven different cities in Bolivia—Oruro, Potosi, Cochabamba, Sucre, Tarija, Santa Cruz and La Paz. It actually began its tour in late September 2001 and will continue until June 2002. Co-sponsors vary from the local "Casas de la Cultura" to organizers of arts festivals. Most deaths and injuries occurred in or near the Chapare where cocaleros often violently opposed the security forces' attempts to enforce the law and reduce the illegal coca crop that is used mainly to manufacture cocaine. Some human rights groups blamed the forced eradication for the violence, and cocaleros demanded its suspension, often by blocking a strategic highway used to transport legal crops to market. Between January 12 and 28, at least five civilians were killed when major violence erupted in the Chapare region as illegal coca growers ("cocaleros") blocked the major Cochabamba/Santa Cruz highway (see Section 2.b.). On January 14, near Sinahota, Chapare, coca grower Willy Hinojosa, 22, was shot to death. The Ninth Division claimed that troops, in response to an attack by protesters on their lead vehicle, first fired live ammunition into the air and then at the ground, as required by the division's crowd control protocol. Officers speculated that a richochet might have struck Hinojosa. Coca growers offered a different version of events surrounding the death of Willy Hinojosa.
