USIS Washington File: TRANSCRIPT: NATO BRIEFING ON "OPERATION ALLIED FORCE" APRIL 15

Following the reconnaissance mission by ASELF in Albania, we have reduced the number of forces in Allied Harbour from the originally planned 8,700 to 7,300. This force will be divided into three essential task groups: the first will be responsible for shelter, forward relief reception, the support of refugees, because the basic requirement in Albania is to bring more refugees out of fairly appalling accommodation into better tented accommodation in new refugee camps; the second task force will deal with the distribution and logistics of supplies and will secure lines of communication; and the third task force will be responsible for direct support for the international humanitarian organisations, particularly storing their supplies. ... Diplomatic personnel can travel freely throughout Ukraine. Careful advance preparation is still necessary to ensure proper coordination of train, plane, and hotel reservations. Domestic rail and air services are relatively good.  Tourist facilities and accommodations are limited outside major cities. SecurityLast Updated:  6/26/2003 5:32 AM As in any large Western city, pickpockets, simple muggers, and purse-snatchers operate in Kiev.  American visitors and residents should take the same precautions against street crime that they would in any large American or foreign city. Property crimes include car vandalism and theft and residential and office burglaries. Violent property crimes, including carjackings and armed residential ... [Read More]

Since flight schedules and Department of State travel regulations change frequently, personnel should make their own travel plans and ensure that they comply with current regulations. Travelers from the U .S. or Europe may fly directly to Yaounde Nsimalen Airport from Paris (via Air France three times per week), Brussels (via SN Brussels) or Zurich (via Swiss Air). Travelers around Africa must frequently go via Douala and sometimes an overnight stay in Douala is required. Official travelers who desire U.S. Embassy personnel to meet flights into Douala must notify the EBO in advance. Travelers flying via West Africa should avoid Lagos as a transfer or stopover point if at all possible. International carriers serve Douala with direct air service from Paris, Brussels, and Zurich on Air France, SN Brussels, and Swiss Air.  Post does NOT recommend travellers take the Cameroon Airlines flight from Paris, due to its unreliability. ... Road trips are possible to Eastern Zaire and Rwanda. Travel by car from Bujumbura north to Kigali takes 5 hours. From Kigali you can reach the Akagera Game Park in northeastern Rwanda. The park has abundant wildlife, and its flora has not been damaged by elephants and giraffes, as is sometimes the case in East Africa. This park is now closed due to civil war. Rwanda also has a highly scenic volcano region around Lake Kivu where mountain gorillas can be seen — US$120 for a l‑hour visit. The nearby towns offer good accommodations. ... [Read More]

Press Briefing After NATO Working Luncheon

Brussels, Belgium ...

SECRETARY POWELL: I don’t find that we are necessarily in a conflict situation with the Russians and I’m sure that Foreign Minister Ivanov and I will have a good conversation later this afternoon. It was not just the United States that expressed concern at Maastricht last week. It was almost every nation expressed concern about the situation in Georgia. We have had a transfer of power. President Shevardnadze stepped down. The constitutional successor took over and immediately called for quiet and stability in Georgia, and immediately set the stage for elections on the 4th of January for a new President. All done with no violence and all done in the spirit that I applaud. A spirit of accommodation, reconciliation within the country, and calling for elections. The OSCE and other nations have committed themselves to help the new leadership as they go through this challenging time. ... [Read More]

The origins of Brussels date back to the first centuries of the Christian era. On the banks of the Senne, a small stream long since covered and lost from view, Brussels grew as a crossroads and trading center. By the 10th century, Brussels was a principal stop en route from Cologne through France to the Channel ports. In 1402, the cornerstone of the Hotel de Ville, the central building of Brussels’ magnificent Grand Place, was laid. During the next five centuries Brussels experienced Burgundian, Spanish, Austrian, French, and Dutch foreign rule. In 1830, Belgium won its independence from the Dutch, the Belgian monarchy was founded, and Brussels became the capital of the new Kingdom of the Belgians. ... [Read More]
