Remarks En Route to Brussels, Belgium Then you have a kind of global context as well, where the pressures for reform are coming from economic factors and factors of globalization. I do think that the United States, as the strongest power in the international system, having thrown its weight behind reform rather than the status quo, is also one of these global factors. ... SECRETARY RICE: Well, first of all, it is a reality that reforms go at their own pace. I don't think that's an excuse, I mean, at different paces in different societies. Because different societies start from different places, from different levels of development of civil society, from different attitudes in the population about reform; from different attitudes about something like women's rights. I think that's just a fact. So in fact, I didn't take it as an excuse but as a statement of Saudi realities. ... [Read More]
V. Country Narratives -- Countries A through G Burundi is a source country for children trafficked for the purpose of forced child soldiering. The country is emerging from a 12-year civil war in which government and rebel forces used approximately 3,200 children in a variety of capacities, including as cooks, porters, spies, sex slaves, and combatants. There are reports that the government army and two former rebel groups — the CNDDFDD (Nkurunziza) and the CNDD (Nyangoma) — still have a small number of children in their ranks. While there were unconfirmed reports that these two rebel groups recruited boys in 2004, there were no reports that the army recruited child soldiers. The one rebel faction that remains outside the peace process, the PALOPEHUTU-FNL, continued to recruit and use child soldiers. The Government of Burundi does not fully comply with the minimum standards for the elimination of trafficking; however, ... [Read More]
United States Initiatives to Prevent Proliferation The United States leads the world in efforts to prevent the proliferation of nuclear, chemical, and biological weapons. To combat the spread of these weapons, the U.S. is undertaking many multilateral initiatives with its partners in the global war against terrorism, with its traditional allies, and in the United Nations. The United States believes that proliferation of weapons of mass destruction (WMD) by rogue states and terrorist organizations represents one of the greatest threats not only to U.S. security, but to the security of all. Preventing proliferation through proactive efforts is a primary focus of U.S. global strategy. The September 11, 2001 attacks and subsequent anthrax attacks revealed the determination and resources of terrorist organizations such as Al-Qaeda, and reinforced the importance of efforts to prevent the proliferation of WMD. Belgium: A Truly Neat Place While living in Belgium, I have been able to experience life differently than most Americans my age. I live in the town of Waterloo, where the famous battle which brought Napoleon to his final defeat, was fought. Waterloo is a town known for its historical background and its international community. Waterloo is probably one of the most international places in the world, being that a lot, if not most, of the people living there are not from Belgium. This is largely due to the fact that the European Union, NATO, SHAPE, and other such organizations are headquartered in Brussels. Brussels being only a few minutes drive from Waterloo makes it a prime location for the many diplomats and businesspeople. ... [Read More]
